CONSIDER REORGANIZATION OF THE <br /> PUBLIC WORKS DEPARTMENT <br /> By: Givonna Reed, Human Resources Manager <br />Background <br />The Public Works Director is proposing a reorganization in the Public Works Department as <br />shown in exhibit B. (Exhibit A shows the current department structure.) The Public Works <br />Director; Dean Kapler, manages both the Public Works Department and the Fire Department. <br />The proposed change, which formalizes the Assistant Public Works Director position and <br />provides an additional level of supervision for the Utilities/Parks and Streets Divisions. <br /> <br />In February 2002, Brian Olson, then a City Engineer, was promoted to Principal City <br />Engineer and given responsibility for managing the Engineering Division, with ultimate <br />decision;making authority for the Division remaining with the Public Works Director/Fire <br />Chief. <br /> <br />Creating an Assistant Public Works Director position would provide some relief for the Public <br />.Works Director and would provide an increase in day-to-day supervisign for Utilities/Parks <br />and Streets Divisions. Perhaps, the most significant impact of the proposed reorganization is <br />that it would officialy recognize a "second in command" meaning that the Assistant Public <br />Works Director would be in charge of the entire Public Works operation (not just <br />Engineering) in the absence of the Public Works Director. Also, with the recent creation of an <br />additional position in Engineering, capacity will be created for the Principal Engineer (Asst. <br />Public Works Director) to oversee the Public Works function. The Assistant Public Works <br />Director would also closely supervise the functions of the department as they relate to the <br />Town Center Development. <br /> <br />If the Council accepts this recommendation for a reorganization within Public Works, staff <br />recommends that Brian Olson be promoted to Assistant Public Works Director. <br /> <br />Fiscal Impact <br />The creation of an Assistant Public Works Director position would not create an impact to the <br />budget as Mr. Olson's compensation would remain the same. <br />Staff Recommendation: <br /> 1. Authorize a reorganization of the Public Works Department by creating an <br /> Assistant Public Works Director position. <br /> 2. Pending approval of Recommendation 1, promote Brian Olson to the position of <br /> Assisi~ant Public Works Direction. <br />Committee Action: <br /> 1. Make a motion recommending that the City Council authorize a reorganization in <br /> the Public Works Department by creating an Assistant Public Works Director <br /> position. <br /> 2. Pending approval of Committee Action 1, make a motion recommending that the <br /> City Council promote Brian-Olson to the position of Assistant Public Works <br /> Director. <br />Reviewed by: <br />Fire Chief/Public Works Director <br />Asst.
