In lieu of the fact that Mr. Hetland is no longer with the Commission, she feels that it is in the
best interest to nominate a Chairperson. Vice-Chair Cook has done a commendable job under
stressful circumstances.

Motion by Commissioner Johns and seconded by Commissioner Ostrum to appoint Vice-Chair
Cook as Chairperson.
Motion by Commissioner LaMere and seconded by Commissioner Skinner to appoint
Commissioner Johns as Vice-Chair to fill the position left vacant by Commissioner Cook.

Motion carried. Voting Yes: Chairperson Cook, Commissioners Droegemueller, Johns,
LaMere, 0strum and Skinner. Voting No: None. Absent: Commissioner Asfahl.

COMMISSION INPUT

Discussion ensued amongst the Commissioners regarding the on-going disagreement between
themselves and City Council.

Chairperson Cook feels that commissioner members appointed by City Council was without due
process. He questioned whether City Council should make decisions for the Park and Recreation
Commission.

Commissioner Ostrum indicated that it is a moot issue and that the Commission needs to move
forward and attempt to work together.

Commissioner LaMere agreed with Commssioner Ostrum in the need to move forward, although
he feels the Commission should express their disappointment on record with the way City
Council has handled this issue.

Commissioners Ostrum and Skinner concurred that integrity is the main issue.

Co-Chair Johns voiced that the Commissioners may be taking the situation too personally.

Commissioner 0strum took this time to personally welcome Commissioner Droegemueller to the
Commission.

Commissioner Droegemueller replied that business is business and that it is not a reflection on
the Commission, but possibly what direction the Commission should be going. He feels that
Commissioner 0strum's point of view is the correct one and that it is valid to feel disappointed
and to let the City Council know.

The concensus of the Commission was to move forward.

Park and Recreation Commission/March 14, 1996
Page 6 of 7
