Mr. Boos provided background information including the March 12 City Council case. He <br />explained that Council had some concerns with sale of the property to finance the parks <br />construction. <br /> <br />Despite the funding uncertainty, the Commission felt that it is prudent to begin the planning <br />process as early as possible, therefore, a public hearing will be held at Park Center, Central Park, <br />6:00 p.m., June 13, 1996. <br /> <br />Case #7: LAKE ITASCA TRAILHEAD <br /> <br />Mr. Dave Chmieleski, Landscape Architecture Intern, presented a concept plan to the <br />Commission to restore the trailhead to pre-population plantings and a natural prairie area. His <br />plan includes a gated entry with a kiosk, a natural water flow allowing for run off to flow into a <br />treed area, and seeding in prairie species of grass. He advised that the specific design was Iow <br />maintenance. <br /> <br />Commissioner Johns complimented Mr. Chmieleski on his plan noting the great screening the <br />plan provided. <br /> <br />Mr. Chmieleski indicated that there would be low ice buildup during the winter affording a <br />minimal use of sand and salt. He also indicated that the trailhead could be used during the winter <br />months for access to skiing on the trail. <br /> <br />He feels that approximately $64,000 would be needed to complete this part of the plan that <br />would also connect the existing trail to the cul-de-sac. He indicated that the whole plan needs to <br />be done at once, not segmented. <br /> <br />Motion by Commissioner Ostrum and seconded by Commissioner Johns to recommend City <br />Council allocate $64,000 for construction of the Lake Itasca trailhead parking area and the <br />completion of the trail segment which would link the proposed trail stubbed out from the cul-de- <br />sac south and west of Lake Itasca and the trailhead. <br /> <br />Motion carried. Voting Yes: Vice-Chair Cook, Commissioners Droegemueller, Johns, LaMere, <br />Ostrum and Skinner. Voting No: None. Absent: Commissioner Asfahl. <br /> <br />Case #8: NOMINATION FOR CHAIR <br /> <br />Commissioner Johns took this opportunity to thank Mr. Ron Hetland for his leadership and all he <br />has done to promote parks and trails in the City of Ramsey. <br /> <br />Park and Recreation Commission/March 14, 1996 <br /> Page 5 of 7 <br /> <br /> <br />
