Commissioner Ostrum asked if the Mississippi West trails will connect with the Anoka County trails.
Parks/Utilities Supervisor Boos explained that the trail from Riverdale Park would run along
Riverdale Drive and then eventually connect to Anoka County's Cutters Grove Park.

Vice Chair Johns noted that this plan fits in well with the City of Ramsey park plans.

Commissioner Droegemueller stated that the Park and Recreation Commission needs only to be kept
aware of this park plan, and the City of Ramsey is not committed to any development money.

Commissioner Ostrum stated he would like to keep the swimming beach in the park plan.
Commissioner Droegemueller stated that if the swimming beach is temporarily withdrawn, it may be
years before it can be developed. Commissioner Droegemueller added that a swimming beach is
needed badly in this area. Parks/Utilities Supervisor Boos explained that Anoka County Parks is also
disappointed about the swimming beach controversy, as it would also be a revenue generator.

Commissioner LaMere asked what type of swimming beach would be included in the park plan.
Parks/Utilities Supervisor Boos explained that it would include a man-made beach, with natural lake
front.

Commissioner Ostrum recommended that the swimming beach be included in the Mississippi West
Park plan.

Commissioner Droegemueller stated that the swimming beach would be accessible to most of Ramsey
within biking distance. He explained that the park concept is great, with the main attraction being
the swimming beach.

Motion by Commissioner Ostrum and seconded by Commissioner Asfahl to recommend that City
Council adopt a resolution recommending the Metropolitan Parks and Open Space Commission add
Mississippi West to the Regional Park System.

Motion Carded. Voting Yes: Vice Chair Johns, Commissioners Ostrum, Asfahl, Droegemueller,
LaMere, and Skinner. Voting No: None. Absent: Chairperson Cook.

The Park and Recreation Commission proceeded to review Case #5, with consideration to the
residents in attendance.

Case #5: SOLSTICE PARK IMPROVEMENTS

Vice Chair Johns explained that this item was added to provide the neighbors an opportunity for input
regarding the park.

Dave Osboum, 14711 Erkium Street, stated that the original park plan included volleyball, tetherball,
horseshoes, etc., and he would like to see them. Parks/Utilities Supervisor Boos explained that
money was requested to finish the park plan. He explained that landscaping needed to be completed,
and with the remaining funds they could consider those additional items.

Park and Recreation Commission/August 8, 1996
Page 4 of 8
