Commissioner Droegemueller suggested a special Park & Rec Meeting be held to review the drawing.
Chairperson Cook stated he does not believe the park plan should have an effect on the Council's
decision.

City Administrator Schroeder suggested a Park Commission rep attend the Council meeting.
Commissioner Droegemueller stated he plans to attend the Council meeting as President of RYAA.
Mr. Boos suggested the RYAA pass a resolution showing the consensus of the association regarding
the park. Commissioner Skinner suggested some additional RYAA members attend the Council
meeting.

Commissioner Boos stated he will have the intern develop some alternatives for Commission review.

Case/t2: BUSINESS PARK 95 3rd ADDITION

Mr. Boos stated that the City of Ramsey is in the process of platting two additional lots in the
Business Park 95 subdivision. He provided the Commission with a site location map, proposed
sketch plan and staff review letter.

The Park and Recreation Commission reviewed the Business Park 95 subdivision for park dedication
in 1995 and determined that there was no need for land dedication. The Commission noted, that
there was a need for a transportation trail on the south side of County Road #116, east of Tungsten
Street (east on Anoka's side to T.H. 47).

City Staff was of the opinion that the construction of the trail should occur when either Outlot A
(within Business Park 95) is developed, or the continuation of the trail (east of Outlot A and south
of#116, east into Anoka) is in place.

Motion by Commissioner Johns and seconded by Commissioner Skinner to recommend park
dedication be satisfied by a cash payment to the Marble Recreation District.

Motion carried. Voting Yes: Chair Cook, Commissioners Asfahl, Droegemueller, Johns, LaMere,
Ostrum, and Skinner. Voting No: None. Absent: None.

Case #3:

ANOKA COUNTY PARK'S COMPREHENSIVE PLAN (INFORMATION
PURPOSES)

Mr. Boos provided the Commissioners with a copy of the executive summary for the Comprehensive
Parks and Recreation System Plan coined the 2020 Vision Plan. He also provided a list of issues from
the August 15, 1996 Local Govemment Officials meeting. Although the participants were told there
would be a later meeting dealing with trail planning, the need for trails dominated the discussion.

The overall planning process includes a citizen task force. Boos noted that Todd Cook is a member
of the task force and asked that he apprise Ramsey's Park and Recreation Commission on their
findings and direction to date.

Chairperson Cook stated there are 13 stakeholders involved in the planning process. Their purpose
is to recommend to the County Staffwhat should be pursued in the future, and to further develop the

Park and Recreation Commission/September 12, 1996
Page 5 of 6
