elevation. To facilitate this, we retained John Oliver & Associates to prepare the necessary <br />background and engineering. We have received a report summarizing the work necessary to meet <br />this objective. County Ditch 043 runs through the middle of Wetland gl 14P, therefore, making it <br />necessary to obtain approval from Anoka County also. According to Minnesota Statutes, the <br />following tasks must also be performed to allow the County to grant permission for the ditch <br />block: A petition for the improvement must be submitted by the City, a public hearing on the <br />project must be held by the County, the petitioner must agree to be responsible for the cost of the <br />installation and maintenance of the improvements, in this case, the ditch block, and the towage <br />easements must be obtained from five property owners whose properties will lose drainage rights <br />originally provided by the construction of the ditch. He felt that the property owners would be <br />agreeable to giving the City the towage easement. <br /> <br />Councilmember Zimmerman inquired if the property owners do not agree to the easement, could <br />the City condemn it. <br /> <br />Mr. Schroeder responded that this is a possibility, however, the value is $100 and that would cost <br />about $300. <br /> <br />Councilmember Zimmerman felt that the property owners would be cooperative to which Mr. <br />Schroeder expressed agreement. <br /> <br />Mr. Jankowski commented on the fact that during the process of preparing this report, it also <br />became apparent that the construction activity associated with this project would provide an <br />opportunity to address the periodic spring flooding problem which the City experiences on 153rd <br />Avenue. It was observed that the reconstruction of the County Ditch to its original cross section <br />through the first 800 feet south of the roadway would provide an outiet for water in this northern <br />lobe of the wetland. This would prevent the storm pipe openings from freezing, causing water to <br />back up onto the roadway. Since the ditch cleaning proposed is considered a maintenance <br />operation, no permits or approvals are required for this work. The estimated project cost for <br />installing the ditch block associated with the wetland mitigation, is estimated to be $18,100 <br />including project overhead. The cleaning for the upper reach of the ditch near 153rd Avenue has <br />an estimated project cost of $18,500. The former costs should be associated to the Sunwood Drive <br />project, while the latter should be considered a part of Storm Sewer Maintenance and budgeted for <br />1997 when the work is anticipated for construction. <br /> <br />Motion by Councilmember Beyer and seconded by Councilmember Zimmerman to recommend that <br />Council direct staff to prepare a resolution petitioning Anoka County for a ditch block to enhance a <br />portion of Wetland gl 14P, submit the engineering report to Anoka County; and to approach the <br />five property owners from whom towage easements will be necessary. <br /> <br />Motion carded. Voting Yes: Councilmembers Beyer and Zimmerman. Voting No: None. <br />Absent: None. <br /> <br />Case #3: <br /> <br />Schedule Meeting with Anoka County Highway Regarding Desired <br />County Highway System Improvement <br /> <br />City Engineer Jankowski stated that he has spoken with the County Engineer to f'md out how the <br />City should approach the County to indicate what we would like done with our County road <br />system. The County Engineer indicated that other cities write letters which are taken to the County <br />Public Works Committee every spring. Currently, the meeting to review plans is scheduled for <br />March 25. Mr. Jankowski asked for consensus as to which projects are of the most importance. <br />The City of Anoka and Ramsey staff has issued several projects that would benefit C.R. gl 16.
