ROAD AND BRIDGE COMMITTEE <br />CITY OF RAMSEY <br /> ANOKA COUNTY <br /> STATE OF MINNESOTA <br /> <br />The Ramsey Road and Bridge Committee conducted a regular meeting on Tuesday, April 9, 1996, <br />at the Ramsey Municipal Center, 15153 Nowthen Boulevard NW, Ramsey, Minnesota. <br /> <br />Members Present: <br /> <br />Councilmember Sheila Beyer <br />Councilmember Gerald Zimmerman <br /> <br />Also Present: <br /> <br />City Administrator Ryan Schroeder <br />City Engineer Steve Jankowski <br />Administrative Services Manager Linda Waite Smith <br /> <br />CALL TO ORDER <br /> <br />Councilmember Zimmerman called the regular meeting of the Road and Bridge Committee to order <br />at 5:31 p.m. <br /> <br />CITIZEN INPUT <br /> <br />None <br /> <br />APPROVE AGENDA <br /> <br />Consensus was to approve the agenda as presented. <br /> <br />COMMITTEE BUSINESS <br /> <br />Case #1: Consider Revision of Snow Removal and Ice Control Policy <br /> <br />City Engineer Jankowski stated that the snow and ice policies had been previously discussed and <br />the consensus was to do some more review in this area and updating the policies. The consensus <br />also was that we needed to do a better job on public relations. We also talked about identifying <br />streets we refer to as collector streets. He pointed out that the new policy is basically taken from <br />the old policy with revisions as follows: The new policy states a goal of having arterial streets <br />passable by the morning rush period; it acknowledges that the type of storm may cause a deviation <br />from the general procedures stated in the policy; it identifies areas of citizen responsibility; it <br />formalizes the damage repair policy on replacing mail boxes, and addresses the issue of damage <br />caused to other encroachments in the boulevard; it adds City responsibility for snow removal <br />around fire hydrants; and it identifies 911 as the appropriate vehicle for emergency plowing <br />request. Mr. Jankowski presented a snow removal map that was done by the Public Works <br />Supervisor Merle Mevissen. <br /> <br />Councilmember Zimmerman commented on how important it is to have the collector streets open as <br />soon as possible; however, he understood that there has to be an allowance for some deviation <br />because of the kind of snow fall we receive. He also suggested that maybe one track could start <br />earlier to give the public a better showing. <br /> <br />Mr. Jankowski responded that Mr. Mevissen calls in everyone and they start on the main street in <br />their district. He stated that some cities encourage their drivers to shift so the same street is not <br />always last. However, when you have 130 miles of roadway and it's the operator's responsibility <br />for plowing, it becomes easier if you follow a consistent pattern. <br /> <br />Road and Bridge Committee/April 9, 1996 <br /> Page 1 of 4 <br /> <br /> <br />
