Councilmember Beyer inquired if the City should be looking at more equipment and more sections <br />of the City. <br /> <br />Mr. Jankowski replied that Mr. Mevissen was asked about that at budget time. He (Mevissen) felt <br />no additional equipment was needed now. He was still making his 8-hour goal with what he has. <br /> <br />Councilmember Beyer commented that there are getting to be more and more subdivisions. <br /> <br />Mr. Jankowski suggested that maybe some kind of record could be kept for different types of <br />snowfalls and the number of hours it takes to clean up, etc. He pointed out that this policy does <br />add responsibility for clearing out the snow around hydrants and that will take manpower. <br /> <br />Councilmember Beyer inquired if we would need more equipment for that task. <br /> <br />Mr. Jankowski replied it is typically done with a front end loader and we have been renting a <br />bobcat. <br /> <br />Mr. Schroeder added that the skid steer loadfoobcat will be the number one request from staff for <br />1997. <br /> <br />Consensus was to direct this policy be brought back to the Road and Bridge Committee again after <br />the rest of Council has had a chance to review it and make suggestions. <br /> <br />Case #2: Consider Policy Regarding Transportation Impact Fees <br /> <br />City Engineer Jankowski reminded the Committee that the City Council had passed legislation <br />instituting a Transportation Impact Fee to be collected from new developments at both subdivision <br />platting and issuance of building permits. It was suggested by Council that a policy outlining the <br />use of funds collected from that fee be established. He pointed out that the draft policy proposes <br />what the funds should be used for as well as reiteration of how the fee is determined. It probably <br />should go one step further so the rate goes back to what's generated by trips. We should take time <br />to "nail down" what this could be used for. <br /> <br />Councilmember Beyer stated that, at the last meeting, the Mayor made reference to doing <br />something to a particular street and possibly using the impact fees for that. She inquired if it has to <br />be used in the area it is generated from. <br /> <br />Mr. Jankowski replied that, in this policy, he does not think we will have that restriction. Maybe <br />we want to add language showing our intent. <br /> <br />Councilmember Zimmerman thought that what courts have said is that you should use the money <br />in the area it is generated from. <br /> <br />Councilmember Beyer added that this is the implication made by the Mayor at the last meeting <br />when talking about using money from one area to help another area. <br /> <br />Councilmember Zimmerman suggested having the City Attorney review this issue. <br /> <br />Mr. Jankowski felt that the City Council should have that final decision. <br /> <br />Councilmember Beyer stated she has a problem with using this money for trails. <br /> <br />Road and Bridge Committee/April 9, 1996 <br /> Page 2 of 4 <br /> <br /> <br />
