the level of involvement the Council desires and to establish a policy for such requests. He stated <br />there are currently some informal policies on requests for "Children at Play" signs, stop signs, and <br />speed humps. <br /> <br />Councilmember Zimmerman noted that since speed humps were installed, the traffic speed has slowed <br />considerably and stated he is no longer receiving calls of complaint. City Engineer Jankowski agreed <br />this has been beneficial and advised that traffic speeds were reduced 6 to 7 miles per hour. <br /> <br />Councilmember Zimmerman noted County Road and Bridge also receives occasional requests from <br />cities to review a certain area or install a traffic control. He indicated support for creating a clearing <br />agency, such as the Road and Bridge Committee. <br /> <br />City Engineer Jankowski suggested periodic staff.meetings for review and decision making on such <br />requests with a copy of action sent to the Road and Bridge Committee. <br /> <br />Councilmember Beyer noted the information contained in the meeting packet was from Wisconsin <br />and requested staff obtain information from the State of Minnesota. <br /> <br />Discussion was held regarding requests for "Children at Play" signs. Councilmember Beyer stated <br />this type of sign is recognized by Mn/DOT and she does not understand the current policy to deny <br />such requests since approval would satisfy residents' concern. <br /> <br />Councilmember Zimmerman suggested if a group of residents have a particular problem, they attend <br />a Road and Bridge Committee meeting to present their case. He concurred with Councilmember <br />Beyer that, at times, "Children at Play" signs are appropriate. <br /> <br />City Engineer Jankowski noted that this type of sign can offer a false sense of security for some. <br /> <br />Councilmember Zimmerman pointed out the signs would also notify passers-by that there are children <br />in the area and the danger with speeding. <br /> <br />Councilmember Beyer noted another option is to install a speed hump. <br /> <br />City Engineer Jankowski advised the cost is $120 per sign plus the cost for maintenance and periodic <br />replacement. <br /> <br />City Administrator Schroeder stated it appears the Road and Bridge Committee is interested in <br />hearing traffic control requests. He suggested a policy be drafted to follow a petition format for <br />signage requests, such as used for street improvements. <br /> <br />Councilmember Zimmerman agreed with the need to submit the request in writing. <br /> <br />Road and Bridge Committee\July 9, 1996 <br /> Page 2 of 6 <br /> <br /> <br />
