City Administrator Schroeder suggested requests such as this be handled reasonably soon rather than <br />holding for a periodic meeting. He also suggested staff prepare and submit a recommendation on the <br />formation of a policy and procedures. <br /> <br />Councilmember Beyer agreed and requested information from the State of Minnesota also be <br />obtained. <br /> <br />Consensus reached to direct staffto submit their recommendation on the establishment ora policy <br />for receipt of traffic control requests, to require a written request with supporting data, for review <br />by the Road and Bridge Committee. <br /> <br />Case#l: Consider RFP for Mn/DOT Local Initiative Application for T.H. #47 <br /> Improvement Project - Continued <br /> <br />City Engineer Jankowski reviewed the scope of the proposed project is to include the realignment <br />of the intersection of C.S.A.H. #5 with Xkimo Street, the signalization of C.S.A.H. #5 and T.H. #47, <br />the signalization of 142nd Avenue and T.H. #47, and the construction of a four-lane section between <br />142nd Avenue and C.S.A.H.//5. He reported one of the primary areas of comment from residents <br />and commercial property owners on the T.H. #47 Corridor Study was directed at the improvement <br />of frontage or service roads paralleling T.H. #47 between 142nd Avenue and C.S.A.H. #116. <br />However, due to the number of alternative plans which this option could include, staff's opinion is <br />that the scope of the project submitted to Mn/DOT for consideration should remain clear and focused <br />on the previously identified elements which have clear community support. If frontage roads are to <br />be considered, it could be undertaken as a separate project. City Engineer Jankowski advised that <br />a streamlined proposal in the amount of $5,400 has been submitted by SRF, Inc. to provide services <br />and documentation necessary to submit an application to Mn/DOT for the 1997 Local Initiative <br />Projects Program. <br /> <br />Mr. Eyler, representing SRF Consulting Group, Inc., commented on the importance of presenting <br />Mn/DOT with a complete package where all issues have been addressed. <br /> <br />Councilmember Zimmerman suggested the business owners along this roadway be involved since they <br />will want to know about traffic circulation. <br /> <br />Mr. Eyler stated if there is still discussion on several frontage road projects when the funding request <br />is presented to Mn/DOT, they would probably ask that those issues first be addressed. He advised <br />Mn/DOT prefers to see a proposal with normal funding identified since they do not allow extra credit <br />based on an additional City contribution. He advised the traffic signal at 142nd Avenue would be <br />considered a local signal so Mn/DOT may suggest Ramsey pay 100% of the cost.
