Mr. Eyler reviewed the conversation he held <br />with Mn/DOT who indicated a benefit in submitting a clear project proposal as soon as possible. <br /> <br />City Engineer Jankowski reviewed staff's recommendation to accept the SRF, Inc. proposal to <br />prepare an application for the 1997 Local Initiative Program in the amount of $5,400 with funding <br />charged to the Engineering Department contracted services account. <br /> <br />Motion by Councilmember Beyer and seconded by Councilmember Zimmerman to recommend that <br />Council authorize acceptance of SPY, Inc.'s proposal to prepare a 1997 Local Initiative Program <br />application in the amount of $5,400. <br /> <br />Motion carried. Voting Yes: Councilmembers Beyer and Zimmerman. Voting No: None. <br /> <br />Case/t2: Consider Adoption of T.H. #47 Corridor Study <br /> <br />City Engineer Jankowski explained this is an attempt to finalize discussion on the T.H. #47 Corridor <br />Study for adoption by the Council. He reviewed the issues raised at the public hearing and the <br />resulting public support for improvements between 142nd Avenue and C.S.A.H. #5. Another <br />sensitive issue is the 149th Avenue neighborhood which is identified in the T.H. #47 Corridor Study <br />as being impacted in two ways; Sunwood Drive being connected to 149th Avenue, and when T.H. <br />#47 is expanded to four lanes, as proposed, their properties will be taken. Residents have indicated <br />they were uncertain as to their future and requested a timeframe of when these actions will take place. <br />City Engineer Jankowski suggested consideration of two options; to not pursue extension of <br />Sunwood Drive to 149th until such time as T.H. ~47 is expanded to four lanes which will remove the <br />concern regarding impact to their property. Or, to provide a definite date when their property would <br />be acquired to expand the roadway. He suggested the City take the position that the improvement <br />to T.H. ~47 will wait until the Highway Department acquires the property for the road expansion (8 <br />to 20 years as indicated in study). Or, the City could indicate they oppose the expansion of T.H. #47 <br />until such a date. However, this may result in a difficult situation should development necessitate a <br />roadway improvement. <br /> <br />Councilmember Zimmerman indicated support for keeping the City's options open and suggested the <br />long-term need is to connect Sunwood Drive. <br /> <br />Mr. Eyler commented on Mn/DOT's 5-year program and noted the expansion of T.H. #47 will not <br />occur within that time. He advised regarding a project in Rogers and Mn/DOT's response that they <br />would pay market value at the time the property is acquired, which would not hold back property <br />owners from making home improvements, if desired. <br /> <br />Councilmember Zimmerman asked if the Planning Commission had reviewed the T.H. #47 Corridor <br />Study. <br /> <br />Road and Bridge Committee\July 9, 1996 <br /> Page 4 of 6 <br /> <br /> <br />
