ROAD AND BRIDGE COMMITTEE <br />CITY OF RAMSEY <br /> ANOKA COUNTY <br /> STATE OF MINNESOTA <br /> <br />The Ramsey Road and Bridge Committee conducted a regular meeting on Tuesday, October 8, <br />1996, at the Ramsey Municipal Center, 15153 Nowthen Boulevard NW, Ramsey, Minnesota. <br /> <br />Members Present: <br /> <br />Councilmember Sheila Beyer <br />Councilmember Gerald Zimmerman <br /> <br />Also Present: <br /> <br />City Administrator Ryan Schroeder <br />City Engineer Steve Jankowski <br />Administrator Services Manager Linda Waite Smith <br />Public Works Supervisor Merle Mevissen <br /> <br />CALL TO ORDER <br /> <br />Councilmember Zimmerman called the regular meeting of the Road and Bridge Committee to order <br />at 5:35 p.m. <br /> <br />APPROVE AGENDA <br /> <br />Consensus was to approve the agenda as presented. <br /> <br />Case #1: Discussion of Policy for Processing Traffic Calming Requests <br /> <br />City Engineer Jankowski stated that the Road and Bridge Committee has been dealing with the <br />issue of processing traffic calming requests for the last three months. At the last meeting, it was <br />suggested that staff put together a draft policy the Committee could review and modify. He <br />presented that draft. This takes us up all the way through the requests with the exception of the <br />expensive ones. He expressed a desire to get started on some of the sign requests. <br /> <br />Councilmember Zimmerman inquired about safety. Is it our goal to minimize signage? <br /> <br />Mr. Jankowski replied that he feels our goal is to not post a sign if it is deemed to be of marginal <br />value. For example, we would not post a "Dead End" sign if the end of the cul-de-sac was <br />obvious from the intersection. <br /> <br />Councilmember Zimmerman asked if a request for a stop sign is marginal. <br /> <br />Public Works Supervisor Mevissen stated that the City pretty much follows the state manual in this <br />regard. We post the speed limit at every development and watch for children signs at every park. <br />That's what the state suggests. We used to have more signs up but they may be more of a <br />hindrance than a help. Signs that tell you of a sharp curve - yes, that's a safety issue. <br /> <br />Mr. Jankowski suggested that we could further discuss stop signs in particular. He read the <br />portion of the draft that deals with stop signs, multi-stop signs, yield signs and four-way stop <br />signs. He then read the procedure and suggested that if the Road and Bridge Committee is not <br />unanimous in its support of a recommendation on the request; one of the following could be <br />chosen: (a) The issue shall be transmitted to the full City Council for a decision; (b) The request <br />for the modification shall be denied; (c) The staff recommendations shall be implemented; or (d) <br />Other. <br /> <br />Road and Bridge Committee/October 8, 1996 <br /> Page I of 3 <br /> <br /> <br />
