Councilmember Beyer stated it would depend on the type of sign requested. The speed limit sign <br />could be a staff recommendation whereas a stop sign request should come to City Council. <br /> <br />Councilmember Zimmerman agreed that City Council should make the decision for the major signs <br />(stop) and other warning signs could be decided upon by staff. He also thought that maybe all <br />requests should come to the Road and Bridge Committee. The requests could be put on the <br />Consent Agenda for Council. <br /> <br />Councilmember Beyer agreed that this would be a good way to communicate the requests to the <br />rest of Council. If Council feels it needs more discussion, it could be pulled from the Consent <br />Agenda and placed as a regular case. She suggested that Council be alerted to the fact that from <br />time to time requests for signs will be placed on their Consent Agenda. <br /> <br />Mr. Mevissen pointed out that any sign requests that come to the Road and Bridge Committee will <br />not be a life or death situation. <br /> <br />Mr. Jankowski inquired if there should be any discussion on the signs mandated by the traffic <br />control manual. <br /> <br />Councilmember Beyer replied to just refer to the manual. <br /> <br />Councilmember Zimmerman suggested that in relationship to stop signs, yield signs, etc., to put a <br />short synopsis of each one in the policy rather than referring to MUTCD, etc. <br /> <br />Mr. Jankowski stated that we get requests for speed limit signs occasionally. We will post speed <br />limits on entrances into residential neighborhoods and post some of the faster streets. We do not <br />post them on every street. Occasionally we get requests for Trunk Highway #47, etc. also. <br /> <br />Discussion ensued pertaining to areas of the City and what the speeds are. <br /> <br />Mr. Jankowski mentioned children at play signs. He stated he would prefer watch for children as <br />opposed to slow signs. Alternative #1 is the current policy - just say no to such sign requests and <br />this would be staff's preference. Alternative #2 provides some control on the proliferation of these <br />signs. Alternative #3 is on a case by case basis and Alternative #4 is upon request. He stated that <br />his experience with petitioners is that people can very easily get signatures of neighbors. <br /> <br />Councilmember Zimmerman stated that one person coming in is different than if you get five to ten <br />people coming in. He feels signs offer some protection. <br /> <br />Councilmember Zimmerman stated that this discussion should continue at the next meeting. <br /> <br />ADJOURNMENT <br /> <br />Motion by Councilmember Zimmerman and seconded by Councilmember Beyer to adjourn the <br />meeting. <br /> <br />Motion carried.
