ROAD AND BRIDGE COMMITTEE <br />CITY OF RAMSEY <br /> ANOKA COUNTY <br /> STATE OF MINNESOTA <br /> <br />The Ramsey Road and Bridge Committee conducted a special meeting on Tuesday, November 26, <br />1996, at the Ramsey Municipal Center, 15153 Nowthen Boulevard NW, Ramsey, Minnesota. <br /> <br />Members Present: <br /> <br />Councilmember Sheila Beyer <br />Councilmember Gerald Zimmerman <br /> <br />Also Present; <br /> <br />City Administrator Ryan Schroeder <br />City Engineer Steve Jankowski <br />Administrative Services Manager Linda Waite Smith <br /> <br />CALL TO ORDER <br /> <br />Councilmember Zimmerman called the special meeting of the Road and Bridge Committee to order <br />at 5:30 p.m. <br /> <br />APPROVE AGENDA <br /> <br />Consensus was to approve the agenda as presented. <br /> <br />CITIZEN INPUT <br /> <br />None <br /> <br />COMMITTEE BUSINESS <br /> <br />Case #1: Well Head Protection Joint Powers Agreement <br /> <br />City Engineer Jankowski explained that the Minnesota Department of Health will require a well <br />head protection plan for all public water supply systems. Because of this, a number of Anoka <br />County municipalities have been meeting to discuss the possibility of entering a joint powers <br />agreement to consider hiring a single consultant to model the area geology and preparing individual <br />plans for all member cities. He presented a draft agreement. It is proposed to be divided into two <br />phases. Most significant is that the first phase will consist of developing a project work plan, <br />selecting a consultant, and determining individual member costs. A direct f'mancial commitment <br />would not be required until Phase II and the City would have the ability to opt out of the agreement <br />at the end of Phase I. Mr. Jankowski estimated the cost of the City pursuing an individual well <br />head protection plan to be between $20,000 and $30,000. The purpose of a joint plan would be to <br />reduce the high costs associated with the groundwater modeling. The agreement proposes dividing <br />the cost of a joint plan based upon an equal weighting of six factors which include: base amount, <br />population, number of service connections, water appropriation, number of wells, and well risk. <br />Ramsey's share would be 4.8 percent of the total, assuming all communities participate. The total <br />cost of a county-wide plan is estimated to be between $100,000 and $200,000. A joint powers <br />agreement appears it would reduce project costs, particularly in the area of developing a <br />groundwater model. <br /> <br />Councilmember Zimmerman asked what it would cost the City. <br /> <br />City Administrator Schroeder responded about $5,000 to $10,000. <br /> <br />Road and Bridge Committee/November 26, 1996 <br /> Page I of 3 <br /> <br /> <br />
