Councilmember Beyer questioned if we have to be all that concemed at this point as our wells are <br />fairly new. It seems we would be subsidizing the other communities with old wells. <br /> <br />Mr. Jankowski responded it does not matter if the wells are old or new - it's how susceptible they <br />are to contamination. We are, however, less susceptible to contamination because our aquifers are <br />in underlying formations. We should be able to identify contamination sources. <br /> <br />Upon further discussion of costs, Mr. Jankowski reported that the County, which would <br />administer the project, intends to apply for grant funds. <br /> <br />Motion by Councilmember Beyer and seconded by Councilmember Zimmerman to recommend <br />City Council adopt the resolution entering into a joint powers agreement with Anoka County to <br />investigate the cost of performing a county-wide well head protection study. <br /> <br />Motion carded. Voting Yes: Councilmembers Beyer and Zimmerman. Voting No: None. <br /> <br />Case #2: Review T.H. #47 Local Initiative Project Application <br /> <br />City Engineer Jankowski stated that the #47 local initiative project was discussed at the last <br />meeting, however, Councilmember Zimmerman was absent at that meeting, and his input is <br />requested. At the time we made the application for the T.H. #47 initiative project, an item of <br />concern was the cost. MnDOT favors funding smaller projects. It appears $500,000 would be at <br />the top of the range for a successful project. MnDOT would be looking at somewhere in the <br />neighborhood of about $1 million for their share the way the proposal has been submitted. We are <br />proposing we submit a project more likely to be funded. We suggest we could do that by <br />segmenting the project. We would be more apt to receive MnDOT's share of funding if we just do <br />the intersection with County Road 5 and 600 feet south of the intersection. If we are successful in <br />attaining MnDOT participation on this project, we could then investigate ways to get 142nd done - <br />maybe with MSA funds or TIF. It would be all City dollars to fund the second project or we could <br />resubmit it at another time. <br /> <br />City Administrator Schroeder stated that the cost is about $150,000 for design. We also have <br />$850,000 in TIF. You have the ability to fund it should you choose to do so. <br /> <br />Councilmember Zimmerman stated he is not in favor of creating a substandard road because the <br />funds are unavailable. We need a safe road. He preferred to see two through lanes in the <br />application. <br /> <br />Councilmember Beyer suggested getting the County Commissioner to work for us. <br /> <br />Mr. Jankowski stated that Denny Eyler, SRF, did not think two through lanes or one through lane <br />would be a big difference in the cost. We will propose it as a two-lane and continue to negotiate. <br /> <br />Councilmember Zimmerman suggested doing it all at once. <br /> <br />Mr. Schroeder stated that it seems you are also saying you think we ought to do the complete <br />project of County Road 5 intersection and the intersection of 142nd since we have the funding. <br />Should we put in for both knowing that if we don't get funding for both, we can still do it. <br /> <br />Councilmember Zimmerman reiterated do it completely. <br /> <br />Mr. Schroeder stated that will cost us about $800,000 which could be put toward another project. <br /> <br />Councilmember Zimmerman pointed out it is not reasonable to do half now and half later. <br /> <br />Road and Bridge Committee/November 26, 1996 <br /> Page 2 of 3 <br /> <br /> <br />
