Feldman <br />Felco Properties <br />847 141 st Avenue NW <br />Andover, MN 55304 <br /> <br />Re: Site Plan - U-Do It Self Service Car Wash <br /> <br />Dear Mr. Feldman: <br /> <br />We are in receipt of a Site Plan, Floor Plan, and Building Elevations prepared by EM Branstrom Associates <br />Architects Inc., consisting of two (2) sheets dated June 12, 2003. We are also in receipt of a Survey <br />prepared by Hakanson Anderson Associates, Inc., consisting of one (1) sheet dated June 10, 2003. We offer <br />the following comments: <br /> <br />General: The site plan is proposing to develop a 3,960-square-foot self-service car wash on Lot 1, Block <br />I, Rivers Bend Plaza 2nd Addition. The site is generally located at the intersection of State Highway 47 and <br />142~d Ave. NW. <br /> <br />Zoning: The site is currently zoned B-1; self-service car washes are a permitted use in this district. <br /> <br />Lot Coverage: The lot in question is 43,700 square feet in size, just over 1 acre. Lot coverage is restricted <br />to 35% or 15,295 square feet. The proposed building size is 3,960 square feet, which results in lot coverage <br />of approximately 9%. <br /> <br />The site is located in the Scenic River Overlay District, which limits impervious surface to 30% in the <br />urban area of the district. The current owner (BP Amoco, Inc.) received a variance to this requirement, to <br />allow 58% impervious surface coverage. The variance was issued on April 27, 1988. The submitted site <br />plan indicates 55% paving area; The reduction in paved area is due to the elimination of a paved access <br />onto TH 47. Otherwise the impervious cover areas are remaining the same as for this site's former use. <br /> <br />Accessory Use: Commercial or business buildings and structures for a use accessory to the principal use <br />are permitted, but such use shall not exceed 30% of the gross floor space of the principal use. There are no <br />accessory buildings indicated in the current proposals. <br /> <br />Utilities: The facility will be served by municipal sewer and water facilities. <br /> <br />Setbacks: The building location exceeds the 35-foot front and rear yard and 10/20-foot side yard setback <br />requirements. City Code requires a 20-foot green space area adjacent to all public roads, which the <br />proposed development appears to meet, except for a 10-foot green space on the area between the two <br /> <br />127 <br /> <br /> <br />
