U-Do it Self Service Car Wash - Site Plan <br />July I, 2003 <br />Page 2 of 3 <br /> <br />128 <br /> <br />drives onto 142~d Ave. Since other curb work will be requested on this site, the City will require that this <br />curb be relaid to come into compliance with the green space standard. <br /> <br />The 1~-1 District is located across Xkimo St. from the site. City Code requires a 35-foot setback for <br />structures, off-street parking, driveways, and outside sales and display areas, which the proposed project <br />appears to meet. · <br /> <br />Screening: The surrounding properties to the south and west are zoned PUD Commercial and PUD, <br />respectively, and do not require screening. The property located to the north is also zoned B-1. The <br />properties located to the east, however, are residential. City Code requires a landscaped buffer of at least 20 <br />feet between different use districts. The submitted site plan appears to meet this requirement, but additional <br />landscaping may be required. <br /> <br />Landscaping: A landscaping plan has not been received for the site; an approved landscaping plan is <br />required be]~bre the City Council can approve the site plan. An acceptable landscaping plan will identify <br />existing trees that will remain after redevelopment, an irrigation system, a minimum of one overstory tree <br />every 35 feet, and plantings around the foundation of the building. Because staff is recommending <br />extending the island between the access drives, additional plantings in this area are also recommended. <br />Please consult the Ramsey Tree Book for preferred tree and shrub species. <br /> <br />Architectural Standards: City Code restricts building height to 35 feet and exterior wall finishes to <br />natural or prefabricated brick or stone or pre-cast concrete panels or some other material approved by City <br />Council. The submitted building elevations appear to meet both requirements. A color elevation will be <br />required to be shown at the Planning Commission meeting. <br /> <br />Waste Storage: City Code requires that all solid waste and refuse receptacles be stored within a <br />completely screened structure or container. The site plan identifies an enclosed waste storage area. <br />Information shall be submitted to indicate what materials will be used for the trash enclosure. <br /> <br />Off-Street Parking - Design: In accordance with City Code, all driveways, off-street parking and <br />maneuvering areas are proposed to be surfaced with concrete or bituminous and finished with B-6/12 <br />concrete curbing. Several portions of the bituminous have been removed south and east of the existing <br />building. Additional hard surfacing will be disturbed with the razing of the existing building and the <br />construction of the new car wash. All disturbed pavement shall be neatly saw cut and patched with <br />bituminous or concrete. The remaining bituminous is in fair condition. <br /> <br />Off-Street Parking - Spaces Required: City Code does not address specific parking requirements for self- <br />service car washes. The submitted site plan shows three parking spaces. It appears there is sufficient space <br />to allow for cars waiting for the wash as well as room for passing traffic. <br /> <br />Lighting: Four standard mounted 250-watt lights are proposed on each of the four comers of the curbed <br />pavement area. In addition, four 100-watt wall pack lights are proposed on both the north and south <br />building walls. A 150-watt wall pack unit is proposed on both the east and west building walls. <br /> <br />Shop drawings have been submitted for review. The RCL 2250 MA Stonco standard fixture conforms to <br />City Code for commercial lighting. The WP2 Wallpack appears to meet City standards, since it is equipped <br /> <br /> <br />
