146 <br /> <br />Commercial Sub-District- "TC-2" The TC-2 Commercial Sub-District is <br />designated to provide a location for retail commercial buildings and site designs <br />that are inconsistent and with the intent of the TC-1 Sub-District, including larger <br />scale "big box" retail and other auto-oriented commercial uses. It is intended that <br />these commercial and auto-oriented uses be of compact design and not have the <br />look of typical strip suburban development. Even though the uses in the TC-2 <br />district are more auto-oriented, buildings within this district will be designed with <br />a pedestrian orientation and relationship to the primary street. <br /> <br />Workplace Sub-District - "TC-3." The Workplace Sub-District is intended to <br />accommodate medical and technology-related office and research and <br />development uses, as well as other office uses and ancillary retail and service uses <br />designed to support employees and office visitors. <br /> <br />Neighborhood Sub-District - "TC-4." The Sub-District is intended to include a <br />full range of housing types, from small-lot single-family detached to high- density <br />senior and general apartments, as well as a limited number of small-scale retail <br />and office uses at appropriate locations (i.e., at intersections). Neighborhood <br />design incorporates many traditional single-family neighborhood features such as <br />alleys, carriage houses (secondary units), front porches, and traditional street <br />lighting. The TC-4 Sub-District is also further defined into three categories that <br />allow for different amounts of residential density. 4-a is the lowest density area <br />and allows for no more than 10 units per net acre. 4-b is the medium density area <br />that allows up to 15 units per net acre. 4-c provides for the highest density in the <br />TC-4 sub-district and requires a minimum of 15 units per net acre. <br /> <br />Park and Open Space Sub-District - "TC-5." The Park and Open Space Sub- <br />District is intended to preserve environmental features, provide amenities and <br />create focal points and community gathering places within easy access of all areas <br />of the Town Center. A minimum of 10 percent of the gross acreage of the Town <br />Center shall consist of open space that is improved for public use as guided by the <br />Town Center Master Plan and subsequent agreements between the developer and <br />the City. Areas designated within the TC-5 Sub-District are restricted from other <br />types of development, with the exception of certain civic uses. <br /> <br />The Town Center District has been written to provide flexibility in how the Town Center <br />is developed, yet give enough guidance to ensure that what is being proposed as Ramsey <br />Town Center will occur. To further ensure that the vision of the Town Center will <br />happen, the Town Center District also incorporates the Town Center Master Plan and the <br />Town Center Development Guidelines. A copy of these documents have been provided <br />with the case for your information. <br /> <br />The Town Center Zoning District also governs the use of signs in the Town Center by <br />regulating the size, type, and location of signs in the Town Center. <br /> <br />Parking requirements are also addressed in the Town Center Zoning District. The Town <br />Center District outlines some minimum, standards and encourages the use of shared <br />parking.
