Chairperson Nixt indicated the pond was placed by a heavily traveled intersection and raises <br />safety concerns~ <br /> <br />Chairperson Nixt mentioned he drives Sunfish Boulevard frequently, and he is pleased to see the <br />tree preservation along the road, but he feels it is very steep. <br /> <br />Mr. Johnson indicated they have proposed landscaping along the road, and the City requires that <br />any ground transition higher than 42 inches must have fencing. <br /> <br />Chairperson Nixt asked what safety features there would be besides the retaining wall. <br /> <br />City Engineer Jankowski stated they specify fencing, and some developers use a highly dense <br />hedge. <br /> <br />Chairperson Nixt stated a hedge will not stop a vehicle at an intersection with a potential 24~foot <br />bank. He would direct staff to have a plan before it goes to the City Council. He added there is a <br />sidewalk there also, and asked if that made sense, as it will make it steeper. He asked Staff if <br />they should reconsider that. <br /> <br />City Engineer Olson stated they were trying to keep the sidewalk consistently on the north and <br />east side, since on the south and west they would run into wetland. <br /> <br />Chairperson Nixt asked them to consider other options. <br /> <br />Commissioner Johnson stated he had a concern, as it appears the second addition will be driven <br />in part by the decisions they make here. He believes if they are going to hear comments, they <br />should hear them now. He asked if it would be appropriate to open the public hearings on the <br />second addition at this time. <br /> <br />Chairperson Nixt opened the public hearing for Case 6, preliminary plat review of Alpine Acres <br />2nd Addition; Case of Oak Creek Builders. <br /> <br />Dell Fredrick, 1550 158th Avenue NW, indicated the whole subdivision does not make sense to <br />him. He does not see the services needed, there are traffic issues, and the development is going <br />almost on top of Ramsey Elementary. He stated the children are commuting through this area, <br />and stzrubs are not going to keep them away from the deep pond. He indicated this was not even <br />drawn in the Comprehensive Plan, and if the City is going to amend the Comprehensive Plan <br />every time a development comes in, why did they even adopt it. He does not see anyone <br />addressing traffic or any of the other issues. He commented the City Council just throws out <br />what the Commission does and has staff draft findings they like. He thinks they need to address <br />the infrastructure issues before they approve anything. <br /> <br />Deb Kuechle, 15345 Sunfish Lake, indicated she understood the road would be 65 feet away <br />from her property, now it is 25 feet. <br /> <br />Planning Commission/June 5, 2003 <br /> Page 8 of 23 <br /> <br /> <br />
