Mr. Johnson stated they moved the road over nine feet to make it a public road.

Ms. Kuechle asked what affect that has on her putting up trees or shrubs in her yard.

Chairperson Nixt indicated it has no affect. He stated there will be a 25 foot buffer strip with a
prescribed number of shrubs and a retaining wall with screening. He would suggest Staff discuss
this with Ms. Kuechle, as it will be an issue as it goes from rural to medium density.

Ms. Kuechle stated she also heard about a sidewalk going on her property.

City Engineer Olson indicated a sidewalk is not required in this case in the cul-de-sac. He noted
the City is requesting a link to the County trail.

Chairperson Nixt commented that the trail link would answer Mr. Fredrick's question of how the
kids will get to school.

Ms. Kuechle asked why she was not notified as a homeowner that they would be putting in a
trail.

Principal Planner Trudgeon indicated the trail would be in the right-of-way, not on Ms.
Kuechle's property.

City Engineer Olson indicated on County roads the right-of-way is 120 feet from the centerline.
He added when they put trails in front of yards they try to preserve as many of the trees as they
call.

Ms. Kuechle stated that on the 2n~ Addition, she is appalled at the proposed development. She
indicated she knew the previous owners, and both of them were opposed to anything being built
there except single-family homes. They are both dead now, and she has been told that the
developer was proposing multi-family homes because he had to make up the additional money
the daughters were requesting. She commented the daughters were only asking for an additional
$20,000, which with four homes could easily be made up.

Bob Steur, 15251 Sodium Street, stated his home is six years old, and is completely surrounded
by single-family homes. He is wondering why the City would allow multi-family homes in the
area. He stated he is opposed to townhomes for all the reasons the Commission has heard, and is
concerned for his property value. He would like to see single-family homes considered.

Motion by Chairperson Nixt, seconded by Commissioner Johnson to close the public hearing.

Motion Carried. Voting Yes: Chairperson Nixt, Commissioners Johnson, Brauer, Shepherd,
Van Scoyand Watson. Voting No: None. Absent: Commissioner Reeve.

Chairperson Nixt asked about the 10% open space.

Planning Commission/June 5, 2003
