City Engineer Olson stated the ground water flows to the south and east, with the residential
development to the north. He indicated he received a call today from Burlington Northern, who
is working with the Town Center, LLC, asking for the Pet Center to be converted to City sewer
and water, eliminating their need for a well.

Chairperson Nixt asked if they would need a new water tower.

City Engineer Olson stated they will get a third, and will need three new wells. He indicated the
water supply plan will be updated next week. He stated it had been anticipated the city would
need eight wells, and they have five. There have been two suggested on this site, and they will
discuss locations that could be used as potential well sites. He noted that in reference to the
arsenic, it has been determined that it needs to be 10 parts per million or less, and Ramsey's is
lower. He stated Andover has a water treatment facility, and Ramsey has been looking at one,
but an $8 to $10 million facility, isnot part of this Plan.

Chairperson Nixt stated Ramsey's current towers are meant to carry one full days water, so they
will need to deal with this anyway, but asked if there were aquifer issues with this property.

City Engineer Olson stated the DNR controls how much water can be taken out of an aquifer, and
there will need to be an amendment from the DNR in their agreement with the City.

Chairperson Nixt asked how this ties into the site. He questioned what plans there were to fund
the wells and tower with the development from the site.

City Engineer Olson stated they have two wells in the CIP, and have additional capacity in the
current wells. He indicated the well sites are not currently delineated on the sketch plan, but they
have identified two places that would be far enough away from current wells. He stated this
would be addressed in the update of the water plan. They have determined they need to go west
with the new tower to reduce the impact of all of the wells operating at once. He advised the
well house in the middle of the site _has the .capability of handling another pump. He explained
these were their initial thoughts, but the intent is to get a model done with the water engineer.

Chairperson Nixt asked how the roads are going to be phased.

City Engineer Olson indicated they have had numerous discussion with Mn/Dot over several
months. He stated there are millions of dollars of infrastructure, and there will be triggers that
invoke construction. He indicated it has not been completely determined, but they are further
than they are in most sketch plan phases.

Chairperson Nixt asked if they would be able to address the road needs in a timely fashion.

City Engineer Olson stated if they cannot, the Commission and City Council have the ability not
to approve the plans.

Planning Commission/June 5, 2003

P17
