Chairperson Nixt asked if they have left enough room for the Highway 10 corridor and <br />intersections. <br /> <br />City Engineer Olson stated he had discussions on this also. He indicated they talked about <br />turning Highway 10 into a six-lane highway. The railroad is a problem, and there would need to <br />be a separation, but to predetermine the intersection would be at a right angle would be <br />premature. <br /> <br />Chairperson Nixt asked if it was safe to say there would not be significant reconstruction of the <br />site plan due to Mn/Dot upgrade of Highway 10. <br /> <br />City Engineer Olson stated he is saying they are anticipating that upgrade, and have agreement <br />with Anoka County, who along with the Met Council has kicked in money to do the AUAR on <br />this. <br /> <br />City Engineer Olson indicated it is not part of the plat, but there is a lot of inter-connection with <br />the utilities and such between Town Center and the BrightKeys development to the north. He <br />stated they have made some modifications, such as installation of a lift station that would be <br />temporary. He stated BrightKeys is not part of the association, and there are two separate <br />property owners, but they have agreement to tie them together. <br /> <br />Chairperson Nixt stated that looking at the delineation of the sketch plan as it relates to how they <br />have described the zoning districts, all allow residential except for zone five. He is cOnfused by <br />where they could have housing and retail integrated based on the color-coding on the map. He <br />stated the little boxes they see might not be what they get at the end of the day. Chairperson Nixt <br />asked if he makes a recommendation tonight, is he approving this plan, or anything they want to <br />do within the confines of the districts. <br /> <br />Commissioner Johnson stated they were not deferring any rights. <br /> <br />Principal Planner Trudgeon concurred there are no vested rights by the developer, noting <br />preliminary plat would give them that. <br /> <br />Commissioner Van Scoy asked if any of the structures indicated on the sketch plat were <br />committed. <br /> <br />Principal Planner Trudgeon stated no contracts have been signed. <br /> <br />Commissioner Van Scoy asked if any particular spot had been chosen for the parking ramps <br />owned by the City. <br /> <br />Principal Planner Trudgeon stated they were not to that stage. <br /> <br />P18 <br /> <br />Planning Commission/June 5, 2003 <br /> Page 18 of 23 <br /> <br /> <br />
