Regarding the site, he agrees <br />the alignment is better, with the homes fronting on County Road 116, and noted this has allowed <br />them to open up an area for a small play structure if needed. He stated it is his company's <br />finding that these type of homes are typically low in the number of children living there, so they <br />have stopped putting in tot lots, adding their market studies have shown that families are buying <br />single-family homes rather than townhomes. He noted there is a walkway through the <br />development if children are present. <br /> <br />Chairperson Nixt asked about the tree preservation required. <br /> <br />Mr. Domer indicated at the previous meeting the tree preservation ordinance was tabled, and he <br />had come prepared with a presentation on preservation and moving of trees. He noted they have <br />given the two previous landowners permission to move trees if desired, and commented that one <br />of the owners was on the tree preservation committee. He stated it is their intent to move or save <br />as many trees as possible, adding that the impact of a moved tree is significantly greater'than the <br />impact of three or four seedlings, even if they are six Or eight foot seedlings. <br /> <br />Principal Planner Trudgeon noted that when he and Community Development Assistant Chris <br />Anderson walked the property they noted many significant trees, but also a lot of trees that are <br />not desirable to save. <br /> <br />Commissioner Shepherd asked about the southwest comer of the property, questioning if that <br />was an entrance, and if they may be able to put a playground at that location. <br /> <br />Mr. 'Dommer stated it is a visual entrance, and they could have something there, but noted they <br />are trying to blend with the Town Center, as well as give their residents some privacy. He <br />demonstrated an alternative location on outlot 3 that may be conducive to a small play area. <br /> <br />Chairperson Nixt agreed it would be better to locate it away from the major roadways. <br /> <br />Commissioner Shepherd added it would be closer to more homes in that location as well. <br /> <br />Commissioner Johnson asked what the developer's thoughts were on the right in, right out <br />requirements. <br /> <br />Mr. Dommer stated he did not understand that to be the case for both roads, and thought it would <br />only be on Ramsey Boulevard. <br /> <br />Principal Planner Tmdgeon stated the developer was correct, and he had misspoke originally. He <br />clarified County Road 116 would be a full access intersection. <br /> <br />Chairperson Nixt indicated the report says the roadway improvements on County Road 116 <br />would be the responsibility of the developer, and clarified only those necessary because of this <br />development would be their responsibility. <br /> <br />Planning Commission/June 25, 2003 <br /> Page 3 of 8 <br /> <br />P27 <br /> <br /> <br />
