Since that time, Staff has met with most of <br />the Planning Commissioners to review the plan. In addition, a joint meeting with the City Council <br />and Town Center Task Force was held on June 3, 2003 to discuss Town Center matters. The <br />Planning Commission reviewed the sketch plan at its June 5, 2003 meeting and recommended to the <br />City Council that Ramsey Town Center LLC proceed.to preliminary plat stage. <br /> <br />Motion by Councilmember Pearson, seconded by Councilmember Cook, to approve the sketch <br />plan for the Ramsey Town Center and instruct the applicant, Ramsey Town Center, LLC to move <br />to preliminary plat stage. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, and Councilmembers Pearson, Cook, Elvig, and <br />Zimmerman. Voting No: None. Abstained: Councilmember Kurak. <br /> <br />Councilmember Elvig thanked the planning Commission for moving the issue forward. <br /> <br />Case//13: <br /> <br />Request for an Extension to Implement the Conditional Use Permit for a <br />Recycling Facility for Metals and Landscape Timbers; Case of St. Paul <br />Terminals, Inc. <br /> <br />Community Development Director Frolik stated that On June 26, 2001, the City issued a <br />conditional use permit to St. Paul Terminals to operate a recycling processing facility for metals <br />and landscape timbers at 14050 Basalt St. N.W. (site formerly occupied by Danny's Aluminum <br />Processing, fnc.). City Code states that the applicant has one year to initiate the conditional use <br />permit unless they request and receive an extension. The extension must be reviewed by the <br />Planning Commission and City Council. St. Paul Terminals did not initiate their conditional use <br />permit by June 26, 2002. On March 20, 2002, the City received a written request from Bradley J. <br />Martinson, legal representative for St. Paul Terminals, requesting an extension to initiate the <br />conditional use permit, The stated reason for the delay in initiating the use is economic <br />conditions in the recycling industry. The City Council granted St. Paul Terminals a one year <br />extension to complete their conditional use permit by June 26, 2003. On April 30, 2003, the City <br />received a letter from Bradley J.
