Board Member Johnson asked if staff has talked to the applicant about other ways to subdivide <br />and stay in code. <br /> <br />Community Development Director Frolik indicated the only other way would be to construct a <br />public street into the property, which the applicant felt was a hardship. <br /> <br />Motion by Board Member Johnson, seconded by Board Member Brauer, to table the request for a <br />variance to the minimum lot width requirement in the R-1 Residential District of the Rural <br />Developing Area until July 10, 2003. <br /> <br />Motion carried. Voting Yes: Chairperson Nixt, Board Members Johnson, Brauer, Shepherd, <br />Van Scoy and Watson. Voting No: None. Absent: Board Member Reeve. <br /> <br />Chairperson Nixt asked Mrs. Bell to have her father attend the next meeting. <br /> <br />Mr. Tomocheski asked the Board to view the property before the next meeting. <br /> <br />City Engineer Olson indicated he would. <br /> <br />Case #3 <br /> <br />Request for a Variance to Cul-de-Sac Length for the Proposed Subdivision of <br />Tiger Meadows; Case of Monarch Homes <br /> <br />Presentation <br /> <br />Associate Planner Wald advised that Monarch Homes is proposing to subdivide property located <br />east of Tiger Street and north of Armstrong Boulevard into 11 single-family homes. City Code <br />restricts cul-de-sac lengths to 600 feet. She advised the proposed plat of Tiger Meadows is <br />proposing to construct a temporary cul-de-sac approximately 967 feet in length. She explained <br />City Code requires new subdivisions to make provisions for the continuation of eXisting and <br />future streets to adjoining properties. The City policy is to obtain a second access to a <br />subdivision whenever possible. She noted the preliminary plat of Tiger Meadows will have one <br />access on Tiger Street. The developer is also proposing to extend Rabbit Street to the <br />southeastern boundary line of the plat in order to facilitate a future connection to Nutria Street. <br />She explained that providing the opportunity for Rabbit Street to connect with Nutria Street will <br />also provide the opportunity for a second access to the subdivision in the future. In an attempt to <br />comply with City policy, the extension of Rabbit Street to the southeastern corner of the plat <br />results in a 967-foot temporary cul-de-sac. <br /> <br />Associate Planner Wald stated the City Council reviewed the sketch plan for Tiger Meadows in <br />April and directed staff to work with the City Attorney to determine the' best option for <br />connecting Rabbit Street to Nutria Street. Staff is working with the City Attorney to determine <br />the best option for providing that connection, however sorting through the legal issues may take <br />extensive time and therefore the applicant is requesting that a variance be granted to the <br />temporary cul-de-sac length in order for the plat of Tiger Meadows to proceed.
