Mr.kLetendre's homestead is large enough to be subdivided again and 89 feet of frontage on <br />Tiger Street is sufficient to extend a public street into the property to provide public access to <br />additional lots. When resubdivision and extension of a public street into the property occurs,. Mr. <br />Letendre's homestead would no longer be non-conforming. <br /> <br />In lieu of the fact that Mr. Letendre was not present at the meeting to participate in the <br />.discussion, the Planning Commission tabled action until the regular meeting in July. In the <br />interim, Staff was directed to meet with Mr. Letendre regarding the proposed layout of the lot <br />split and investigate any potential drainage issues with the lot to the north. <br /> <br />City Engineer Steve Jmtkowski visited the site and has determined that Mr. Tomaszewski's lot is <br />approximately 3 feet higher than the proposed new lot. Mr. Jankowski has determined that there <br />should be no impact to Mr. Tomaszewski's property and Ms. Bell will be required to install a <br />culvert under her driveway. <br /> <br />Mr. Letendre met with Staff to look at alternatives for lot splits and road extensions. If the plan <br />were reversed with 89 feet of frontage for the homestead, a portion of his driveway would be on <br />the new lot created. Mr. Letendre is opposed to utilizing private easements for access purposes, <br />especially in the future when property changes ownership. Based on that, the lot split would <br />have to be 105 feet for the homestead and 184 feet for the new lot created. The 105 foot frontage <br />is not very workable for future resubdivision. A typical street right-of-way of 66 feet leaves 39 <br />foot wide corridor between the adjacent lots to the north and south. This really restricts a future <br />resubdivision plan. <br /> <br />Staff looked to the east side of Tiger Street and 171 st Avenue intersects Tiger Street at the north <br />property line of Lot 3 of Tranby Addition. Jackie Bell, Mr. Letendre's daughter, currently owns <br />Lot 3. Staff agreed that if there is to be a street extension into Tranby Addition, it should line up <br />with 171st on the east side of Tiger Street. Mr. Letendre agreed to incorporate his daughters <br />existing lot into the plat and make it narrower and deeper. In this way, the right-of-way <br />necessary to extend 171 st Avenue to the west side of Tiger Street would become part of the larger <br />parcel eligible for future redevelopment, Mr. Letendre's homestead. This also eliminates the <br />need to look for a logical lot split line within the 289 feet of frontage on Lot 2 because another <br />street intersection so close to 171st would not be a desirable situation. <br /> <br />If the variance is approved, Mr. Letendre will be required to provide a future resubdivision plan. <br /> <br />Recommendation: <br /> <br />City Staff recommends approval of the variance to lot width requirements contingent upon the <br />applicant including and modifying Lot 3 of Tranby Addition in the minor subdivision for the <br />purpose of maintaining control over that area most suited for the extension of 171st Avenue to the <br />west side of Tiger Street. <br /> <br /> <br />
