Response to the EAW Request <br />The Ponds Residential Development Project <br /> <br />Page 4 <br /> <br />displaced and will most likely find suitable habitat in similar areas nearby, <br /> <br />According to a representative of Royal Oaks, they have had several meetings with the City. of R.amsey <br />Parks Director and developed a tree preservation plan for the proposed project that outlines the <br />following: <br /> <br />I. White Pine transplantation (approximately 30 to 50 trees) at the site; <br /> <br />2. Tree preservation associated with the proposed boulevard; <br /> <br />3. Clearing trees from the proposed storm water retention ponds; <br /> <br />4. A schedule for preserving underbrush at the site during construction activi-ties in order to <br /> minimize erosion; <br /> <br /> 5. Changing the grading plan to preserve more trees (including a site visit to determine the specific <br /> trees for preservation); and <br /> <br /> 6. Select tree cutting on the large, heavily Wooded residential lotsl <br /> <br />Overall, the a~'eed upon Reforestation Plan indicates that Royal Oaks will locate and survey significant <br />large and healthy trees, compare locations to the project grading p!p.n;-and-use Best-Management <br />Practices to preserve trees. In addition, Royal Oaks has agreed to modify their gading plan (where <br />possible) to save additioaal trees at the site. <br /> <br />In addition to the above, Royal Oaks has a~eed to an additional i5 to 20 feet of lot setback on lots <br />along the largest wetland area in the western portion of the Site in order to provide additional buffer <br />space there. <br /> <br />As part of ProSource's research, an EDR NEpA'Check report'for the site was ordered from <br />Environmental Data Resources Inc (EDR), a regulatory database and historical resources search firm. <br />The National Environmental Policy Act of 1969 (NEPA) requires that federal agencies included in their <br />decision-making processes appropriate and useful consideration of aI.1 environmental effects and <br />actions, analyze potential environmental effects of proposed actions and their alternatives for public <br />understanding and scrutiny, avoid or minimize adverse affects of proposed actions, and restore' and <br />enhance environmental quality as much as possible. The EDR NEPA Check report provides <br />information which may be used, in conjunction with additional research, to determine whether a site <br />or action will have significant environmental effect. A review of EDR's IN'EPA Check report by <br />ProSource 'revealed no federally protected natural areag on or immediately adjacent to the site. In <br />addition, the EDR report identified no threatened or endangered species, fish and wildlife, or critical <br />habitats on or immediately adjacent to the site. <br /> <br />,~., ProSource Technologies, Inc.
