Response [o the EAW Request <br />The Ponds Residential Development Proiect <br /> <br />Page 5 <br /> <br />Issue 3 ~ Yhe r~eed JT>r more ii~jbrmarioi~ regarding how the £roposed development will hande waste <br />treatment and how that treatment will affect local water and wildlife. <br /> <br />According to Royal Oaks, the proposed development will be connected to the City of Ramsey's <br />existing municipal sewer and storm water system. There will be no individual sewer systems (septic) <br />constructed on the site. If any septic systems, water supply or irr/gation wells are found on the Site, <br />they will be abandoned as per any applicable local, state and/or federal regulations. As a result, no <br />detrimental effects on local water and wildlife should occur. <br /> <br />Conclusions <br /> <br />Based on the findings of the Limited EAW and the responses to the citizens petition discussed above, <br />ProSource makes the following conclusions: <br /> <br />1. A mandatory, EAW is not required for this project since the number of new residential units is below <br /> the requirements as outlined in Mn. Rules Part 4410.4300. <br /> <br />2. No dredging, filling or significant modifications appear to be proposed in wetland areas as part of the <br /> project. The development plans call for the construction of four new storm water infiltration ponds to <br /> accon-m'~odate storm water runoff. Additional vegetative buffer strips are also Proposed to further <br /> reduce surface water runoff into wetland areas. <br /> <br />3. No protected animals, plant species or habitats have been identiSed within or adjacent to the project. <br /> Wetland areas will remain undisturbed and urban wildlife species will benefit from the proposed <br /> additionai vegetative buffer and tree plantings. <br /> <br />Wastes generated by the development will be handled by the municipal sewer system and safeguards <br />during site grading. Stom'~ water runoff will be managed by the construction of the new infiltration <br />ponds. Wells, septic systems or waste disposal areas are not proposed, thereby further diminishing the <br />potential detrimental effects on local waters and/or wildlife. ' ' <br /> <br />Recommendations <br /> <br />It is ProSource's opinion that the proposed development will not have a significant environmental effect. <br />It appears that the proposed residential development project is compatible with adjacent and nearby land <br />uses which is primarily residential with some limited retail/commercial. Given this compatibility and the <br />added vegetative setbacks, tree preservation practices and storm water runoff enhancements to minimize <br />the potential of environmental effect{; it does not appear that this project warrants preparation of a full <br />EAW. <br /> <br />-18- ProSource Technologies, Inc.
