Commissioner Olds stated that it was discussed in previous meetings to extend this trail along
T.H. #47.

Parks/Utilities Supervisor Boos noted that the trail segment along T.H.//47 is important but the
future of it is unknown.

Motion by Commissioner Olds, seconded by Commissioner Rolf to recommend that Park
Dedication be satisfied by dedication of a of a 20? trail easement parallel with T.H. #47 and a
cash contribution of $22,100, ad that the Developer be required to pave a trail from the northerly
limits of River Pines 5th Addition to the southerly limits of Apple Ridge, with the cost of paving
the Apple Ridge portion deducted from the $5,525 in Trail Fees due.

Motion carried. Voting Yes: Chairperson Cook, Commissioners Olds, Rolfe, and Johns. Voting
No: None. Absent: Commissioners LaMere and Ostrum.

COMMISSION/STAFF INPUT

· Note: Update on River's Bend Playground

Parks/Utilities Supervisor Boos noted that this will'be on the Finance Committee's agenda in
January. The playground vendor thought the prices would be good for the same project by not
having it approved until January.

Note: Update on Master Trail Plan

Parks/Utilities Supervisor Boos passed out a memo on the Master Trail Plan. He recommended
that the City work with LHB Engineers and Architects on this plan. He explained that LHB
responded with the most Ramsey-specific language in their proposal. Their proposal addressed
aspects that Staff didn't discuss with them prior. He said the City will be pursuing grants.

Parks/Utilities Supervisor Boos further noted that LHB mentioned the importance of obtaining
community buy-in and hit upon the issues that are the foremost of our understanding on these
projects. They had the most aggressive Commission workshop schedule. They mentioned
community participation, funding sources and political support in their proposal.

Commissioner Olds agreed that LHB had the most comprehensive proposal because it dealt with
Ramsey's issues rather than just general issues concerning a trail plan.

Parks/Utilities Supervisor Boos said that one of the proposals was very boilerplate. LHB
proposed changes in the table of contents if necessary and included comments in each aspect of
that.

Commissioner Johns stated that LHB seemed the most aggressive in expressing how they were
going to obtain grant funding, etc.

Park and RecreatiOn Commission/December 13, 2001
Page 7 of 10
