Parks/Utilities Supervisor Boos said the other proposals didn't address grants, except to say that <br />they were available. <br /> <br />Commissioner Olds said their grant experience and diversity of that experience lends credence to <br />selecting them. The other two didn't demonstrate the experience in grants that LH~ did. <br /> <br />Parks/Utilities Supervisor Boos mentioned that the Commission .can take action at the January <br />meeting. He said he would like to bring this issue to the Council in January for their vote. The <br />Commission can vote at this meeting if that is preferable. <br /> <br />Motion by Commissioner Johns, seconded by Commissioner Olds, to recommend that the City <br />Council move forward with LHB Engineers and Architects, not to exceed costs of $55,000 with <br />those monies from the inter fund loan from park dedication over the course of 2002 to 2003. <br /> <br />Motion carried. Voting Yes: Chairperson Cook, Commissioners Johns, Olds, and Rolfe. Voting <br />No: None. Absent: Commissioners LaMere and Ostrum. <br /> <br />· Note: Update on Anoka's Pool Funding Request <br /> <br />Parks/Utilities Supervisor Boos stated that the City Council did approve funding the Anoka pool <br />for 2 years. He said the source of the money didn't get addressed in the discussion. Chairperson <br />Cook stated he wanted to make sure it didn't come from the capital improvement fund. <br /> <br />Parks/Utilities' Supervisor Boos stated that a Commissioner should be present at the <br />Council/Finance meeting in January. Most of these items will be discussed at that meeting. <br /> <br />Note: Commercial Plat by the City of Ramsey <br /> <br />· Note: City Code Revisions - Chapter 9 <br /> <br />Parks/utilities Supervisor Boos explained that there is a PUD with strikeouts in the language on <br />page 65 of the City Code Revisions. Staff is working on the PUD development with city code <br />along with other aspects. Presently, landscape standards and tree preservation is being discussed. <br />During discussions of the Ponds subdivision, concerns were raised of the definition of open <br />space. He posed the question of whether wetlands can be counted as part of park dedication. He <br />said that no action was required on this item. <br /> <br />Commissioner Olds questioned which governmental body classifies what is wetland. <br /> <br />Commissioner Rolfe stated that it is governed by the type of soils and vegetation that is on it. A <br />wetland survey must be completed. <br /> <br />Parks/Utilities Supervisor Boos stated there are a lot of classifications. There are protected and <br />unprotected wetlands. Protected wetlands can have nothing done to them and are DNI~ <br />classified.
