CASE #: ~ <br /> <br />REQUEST FOR SKETCF[ PLAN REYTEW <br />CASE OF EDDq'A DEVELOPMENT <br /> By: Patrick Trudgeon, Principal Planner <br /> <br />Background: <br /> <br />On September 4, 2001, the Planning Commission reviewed and recommended approval of a <br />request by the applicant to rezone the subject property to high density residential. The City <br />Council reviewed and denied the request on December 11, 2001. During the City Council <br />meeting, the Council gave some indication that they would be willing to review a request to <br />rezone the property to medium density residential. Therefore, the Applicant has submitted'a <br />rezoning, comprehensive plan amendment and sketch plan reflecting a medium density residential <br />development. <br /> <br />Edina De;velopment has applied for Sketch plan 'review of a townhome development that will <br />facilitate 112 townhouse units. The property is generally located west of State Highway//47 and <br />north of Alpine Drive. <br /> <br />The follo,W,'ing items are enclosed for your review: <br /> <br /> a) Site location map <br /> b) Sketch plan -. _ <br /> c) City StaffKeview Letter da:red December' 28, 2001 <br /> <br />Notification: <br /> <br />A public hearing [s not required for subdivision sketch plans. However, the applicant [s asking for <br />a comprehensive plan amendment and that the property be rezoned which does require a public <br />hearing. Notices of these public hearings were sent to property owners within 700 feet of the <br />subject property. <br /> <br />Observations: <br /> <br />The property is CUrrently zoned B-1 Business, B-2 Business and R-1 Single Family. The applicant <br />is asking to rezone the property to R-3U Multi-Family Residential. If the property Were to be <br />rezoned to R-3U, the property could be developed at a density not to exceed 7 units an acre. The <br />City Council adopted the March 2001 Comprehensive Plan on December 18, 2001. The 200I <br />Comprehensive Plan shows this area being designated for Places to Shop. <br /> <br />The property is approximately 24.11 acres in size. The sketch plan shows a net density <br />(subtracting the road right-of-ways and wetlands) of 7 units per acre. The proposed townhomes <br />consist of four and six unit structures. Additional detailed information will need to be submitted. <br />at the time of ske plan and preliminary plat review to determine if the proposed townhome lots <br />meet City requirements. <br /> <br />The sketch plan is proposing private streets through the development that will connect to Alpine <br />Drive. The proposed private street alignment is not acceptable and should be revised according to <br />the City Engineers comments in the City Staff review letter'dated December 28, 2001. <br /> <br />-7151,.,. <br /> <br /> <br />
