Sketch Plan Review: West Ramsey Indus~aI Park <br />Page 2 of 3 <br />December 27, 2001 <br /> <br />o <br /> <br />Drainage and Utility Easements: The standard ten foot wide drainage and utility <br />easements are proposed to be provided along the per/meter of Lot 1. <br /> <br />Streets: The sketch plan is proposing to provide public access to Lot 1 via the <br />extension of 156e" Lane N.g/. from Elk River into tie property.. This extension requires <br />construction of road on a small port/on 'of City of Elk River drainage and' utility <br />easements. It is Staffs understanding that the Developer is coordinating this effort <br />with the City of Elk River. The proposed plat proposes to construct' approximately 570 <br />feet of public street to adequately serve Lot 1. The remainder of road fightTof-way <br />necessary to connect th.is section of street to the future road fight-of-way plat-ted as <br />Outlot A in Ramsey Commercial Park 2"d Addition to the east will be preserved as <br />Outlot B and conveyed to the City .upon request~ . <br /> <br />Park Dedication Fees: Park Dedication may consist of cash, land or a combination of <br />the two. The plat will be forwarded to the Park CommiSsion for review at their regular <br />meeting on Thursday January I 0, 2002. <br /> <br />Storm Water Management Fees: The City has enacted a Stormwater Management <br />Fee and the current rate is Three Thousand Seven Hundred Forty One Dollars <br />(:I;3,741.00) per commercial acre. This fee must be paid prior to reco. rding the plat at the <br />County. The outlots 'would not be subject' to this fee until such time as they are. <br />replarted into Lots and Blocks. <br /> <br />Sewer and Water Trunk Charges: Sanitary. sewer and municipal water are not <br />available to the proposed plat. The current 2001 Comprehensive Plan establishes that <br />all new places to work should be served with urban utilities in order to insure high <br />quality development. At the time this language was developed, there was also some <br />discussion of allowing commercial development without urban services as long as the <br />developer is held to the same performance standards as if urban services were <br />available. In addition, the developer would have to agree to connect to the urban <br />services within 2 years of availability. City Council will have to discuss afl.m-nation of <br />such a po[icy when urban services are not available, if so, then sewer and water trunk <br />charges will be collected at the appropriate time. <br /> <br />-SS- <br /> <br /> <br />
