REQUEST FOR SITE PL.~N REVIEW OF SI. LN'WOOD ESTATES; <br />CASE OF ANOtC4~ COUNTY COMMUTXrlTY ACTION PROGtLkM <br />By: Sylvia Frolik, Community Development Director <br /> <br />Background: <br /> <br />Jeff Johnson from Anoka County. Community Action Pro,am (ACCAP) has applied for site <br />plan review to develop a rental project consisting of 30 townhomes and 2 single family homes on <br />the property located west of Highway g47 (St. Francis Blvd.) and south of Sunwood Drive. <br /> <br />The following items are enclosed: <br /> <br />a) <br />b) <br />c) <br /> <br />Site Location Map <br />Site Plan <br />City Staff Review Letter dated January 29, 2002 <br /> <br />Notification: <br /> <br />Site Plan's are not required to be subjected to a public hearing, however the Applicant is <br />requesting that a portion of the property to be rezoned from R-1 Single Family to R-3 Urban <br />Family. State Law requires notification of residents within 350' of the Subject Property for <br />rezon/ng requests. Staff attempted to notify residents with/n 700 feet of the Subject Property. <br /> <br />Observations: <br /> <br />The property consists of approximately 11.31 acres and is currently zoned R-3 Urban Residential <br />and R-1 Single Family. The City has received an application to rezone the 2 acre R-1 portion of <br />the property to R-3 Urban Residential, which allows a maximum of 7 units per acre. The 2001 <br />Comprehensive Plan designates this property for medium density residential uses. The developer <br />is proposing to develop 32 rental units, which equates to a density of 2.8 un/ts per acre. <br /> <br />The site plan is proposing to construct five 6-unit townhome structures and two single family <br />homes. (one 5-bedroom and one 2-be.droom). The units will receive access from a private <br />driveway collector extending off of Sunwood Drive. The developer is proposing that the <br />northerly access to Sunwood Drive be for emergency vehicles only. The City's practice has been <br />to obtain two accesses into a neighborhood whenever feasible. The City Engineer i~ <br />recommending that the northerly access be a full service right-in/ri~t-out access and that a <br />median be constructed in Sunwood Drive'to reinforce that traffic movement restriction. <br /> <br /> <br />
