CASE # 3 <br /> <br />RECOMMEND TRAIL PAVING CREDIT POLICY <br /> By: Mark Boos, Parks/Utilities Supervisor <br /> <br />Background: <br /> <br />For the past several years, trails within the limits of new subdivisions have been constructed as <br />Stage 1 improvements. Credit against Trail Fees has been identified and awarded for the <br />construction cost within the Development Agreement. The exceptions to the credit assigned has <br />becn. for those segments along State, County and City MSA roads where the trail route was <br />previously identified on the Park and Trail Map. These trails where viewed as part of the City's <br />transportational system as opposed to their recreational element. <br /> <br />Observation: <br /> <br />A number of years ago, the City enacted a Trail Fee separate from the cash Park Dedication fee. <br />While the above practice has continued since enaction of the Trail Fee - it seems prudent to <br />review this policy to ensure it remains fair, and in the best interest of the City. The purpose of <br />this case is to recommend a formal position on this topic to City Council. Council may then <br />adopt the policy by resolution - thereby eliminating debate on this subject when negotiating with <br />developers.
