CASE # 1 <br /> <br />RECOMMEND PARK DEDICATION FOR ALPINE MEADOWS <br /> By: Mark Boos, Parks/Utilities Supervisor <br /> <br />Background: <br /> <br />Attached to this case is the Planning Commissions April 4th, 2002, Preliminary Plat Case <br />and letter dated January 31, 2002 to Mark Strandlund of Eighty Seven LLC in reference <br />to Preliminary Plat, Alpine Meadows. As the Commission will recall, this 42-unit <br />townhome project was reviewed at sketch plan during December's meeting. The <br />consensus at the time seemed to be that the Developer should identify an area of <br />perpetual open space within the plat and develop the space with. appropriate landscaping. <br />A bench and picnic type area was mentioned. <br /> <br />The Commission also suggested that an easement be dedicated for future trail <br />construction parallel to T.H.#47. The easement could be concurrent with the drainage <br />and utility easement adjacent to the #47 R.O.W. <br /> <br />Observation: <br /> <br />The Planning Commission recommended City Council approval of the Preliminary Plat. <br />The approval was contingent upon complying with the Staff Review letter, and certain <br />conditions involving front yard setbacks. The mid-block cul de sac will also be extended <br />to the south edge of the plat. Landscaping ~nd screening will be requiredin inline with <br />the cul de sac as well as on the west side of the plat, adjacent to the Brandseth Addition. <br />The Commission has also been recommending that. <br /> <br />The Commissions Park and Trail Plan does not show land or trail needs in the vicinity of <br />the plat. Therefore staff is recommending Park Dedication consist of a cash contribution <br />of $71,400 ($1,700 x 42 units). Trail Fees would be $16,800 ($400 x 42 units). <br /> <br />Commission Action: <br /> <br />Motion to recommend that Park Dedication and Trail Fees consist of cash, and that the <br />Developer be required to provide the City with a trail easement parallel with T.H #47 in a <br />recordable form. <br /> <br />Reviewed by: <br />Parks/Utilities Supervisor <br />Principal Planner <br />City Engineer <br /> <br />Copies to: <br />.Mark Strandlund, Eighty Seven LLC <br /> <br />P & R: 04/11/02 <br /> <br />--]-- . <br /> <br /> <br />
