CASE # 1 RECOMMEND PARK DEDICATION FOR ALPINE MEADOWS By: Mark Boos, Parks/Utilities Supervisor Background: Attached to this case is the Planning Commissions April 4th, 2002, Preliminary Plat Case and letter dated January 31, 2002 to Mark Strandlund of Eighty Seven LLC in reference to Preliminary Plat, Alpine Meadows. As the Commission will recall, this 42-unit townhome project was reviewed at sketch plan during December's meeting. The consensus at the time seemed to be that the Developer should identify an area of perpetual open space within the plat and develop the space with. appropriate landscaping. A bench and picnic type area was mentioned. The Commission also suggested that an easement be dedicated for future trail construction parallel to T.H.#47. The easement could be concurrent with the drainage and utility easement adjacent to the #47 R.O.W. Observation: The Planning Commission recommended City Council approval of the Preliminary Plat. The approval was contingent upon complying with the Staff Review letter, and certain conditions involving front yard setbacks. The mid-block cul de sac will also be extended to the south edge of the plat. Landscaping ~nd screening will be requiredin inline with the cul de sac as well as on the west side of the plat, adjacent to the Brandseth Addition. The Commission has also been recommending that. The Commissions Park and Trail Plan does not show land or trail needs in the vicinity of the plat. Therefore staff is recommending Park Dedication consist of a cash contribution of $71,400 ($1,700 x 42 units). Trail Fees would be $16,800 ($400 x 42 units). Commission Action: Motion to recommend that Park Dedication and Trail Fees consist of cash, and that the Developer be required to provide the City with a trail easement parallel with T.H #47 in a recordable form.
