V~ · CASE #: <br /> <br />REQU'EST FOR PtLELD/Ih%rA1RY PLAT REVIEW OF ALPh-YE MiEADOWS; <br />CASE OF EIGF~TY SEVEN LLC <br /> By: Patrick Trudgeon, Principal Planner <br /> <br />Background: <br /> <br />Eighty Seven LLC has appkied for a prelLminary plat review of a 42-trait towrfftome development. The <br />property is generally located in the southwest quadrant ofT. IL ~-4-7 and 153'~ Avenue N.W. and the fee <br />tide owner is Blame Edmundson. <br /> <br />During the February 7, 2002 meeting, the planning Commission discussed at length the desirability of <br />having the applicant show a road connection to the south.. In the end, the Planning Commission <br />instructed the applicant to bring back a revised plan that removes the connection to the south and <br />instead show two accesses onto Alpine Drl In meeting With staff, the applicants e,'cpressed a desire to <br />bring the original plat to the City Council to receive their direction. Before they took the time and <br />ex'"pense of preparing a new plat, the applicant wanted to determine if the City Council would require a <br />connection to the south. <br /> <br />On February 26, 2002, the City Council reviewed the issues and determined that the applicant needs to <br />provide an access to the south and that a second access onto Alpine Drive would be impracticable. <br />Therefore, the applicant is back before the Planning Commission for reconsideration of the preliminary <br />plat the shows only one access onto Alpine Dr. and an eventual public road connection to properties to <br />the south. <br /> <br />The fo/lowing items are enclosed for your review: <br /> <br />a) Site location map <br />b) Preliminary Plat submittal <br />c) Planning Commission Minutes dated December 4, 2001' <br />d). Planning Commission Minutes dated February 7, 2002 <br />e) Draft City Council M. inures dated February 26, 2002 <br />f) MnDOT Review Letter dated February 22, 2002 <br />g) City StaffReview Letter dated January 31, 2002, Revised Mm'ch 28, 2002 <br /> <br />Notification: <br /> <br />Owners of property w/th/n 350 feet of the subject property received heating notices for the February 7, <br />2002 public hearing. <br /> <br />Observations: <br /> <br />The subject property is zoned R-3 Urban Residential wl'fich allows up to '7 dwelling tm/ts per acre. <br />The property is approximately 8.7 acres in size. When the right-of-way of Alpine Dr. and Hwy. 47 is <br />factored out, the property has 7.1 net acres. The preliminary plat is proposing 42 townhouse unit w/th a <br />net density of 5.9I units per acre. <br /> <br /> <br />
