This wetland has an outlet to the Rum River. Storrnwater generated from the <br />development should be routed tO the e,-dsring pond. From review of the drainage ptan, it <br />appears the development meets this requirement. <br /> <br />A grading plan has been submitted with the preliminary plat. Under City Ordinances, all <br />yard g'rades shall be no tarter than one percent. Grades between one and t,a.o percent <br />require a certificate of grading before the units can be funy constructed. The grading plan <br />· proposes grades of less than one percent behind Lots 14-22, Block I and Lots 9, 10, I3, <br />14, 17,-and 18, Block 2. These ~ades must be modified to a mirJmum of one percent. <br />Critical swale =.re'aries should be annotated to the grading plan at the ex-tension of each end <br /> <br />The no~heast comer of the parcel will have standing water as it will remain lower than the <br />surrounding and proposed grades. The ~ading plan should be modified to correct th/s <br />deficiency. <br /> <br />Based on an inspection of the National Wetland Inventory map, there appears to be no <br />wetlands on this property. This project is also subject to the review and permitting <br />process of the Lower Rum River Watershed Management Organization CLR.R.WMO). <br />Please contain Steve .rankowski to discuss the submittal deadlines and requirements for the <br />LRRWNfO, . <br /> <br />Traffic Generation Analysis: The City may require a traffic, analysis to be conducted for <br />the development if it is deemed necessary. <br /> <br />Utilities and Water Usage: The development will be served By municipal water and <br />sanitary sewer. Currently, utilities exist on the property. However, they are without <br />drainage and utility easements. The final piat shall show drainage and utility easements of <br />'sufficient width where sewer and water lines are located. It appears that Lots 14 through <br />22, Block 1, may encroach in the easement width necessary to protect the e,,dsting 15-inch <br />srorrn sewer. From staff' review, it appears that it may be difficult to have decks on the <br />units in Lots I4-22. Please contact City Engineer Steve Jankowsld regarding the required. <br />widths of the easements. <br /> <br />Park and Trail Dedication: The Park Commission has reviewed the proposed subdivision <br />and is requiring that park dedication fees in the amount of $1700 per unit be collected in <br />lieu of land dedication; thai trail fees in the amount of $400 per unit be collected; that the <br />developer indicate an area within the subdivision of common open space that can be used <br />for active or passive recreation, and that the applicant dedicate through a separate <br />recordable document a twenty-foot trail easement parallel with State Hwy. 47. <br /> <br />-12- <br /> <br /> <br />
