Preliminary Plat Review: Evergreen Point Townhomes <br />March 27, 2002 <br />Page 4 of $ <br /> <br />The Developer will need to disturb Alpine Drive 'to connect and loop the watermain to ensure <br />a fresh water supply. This activity must be done one-half at a time and traffic'must be <br />maintained at all times. Additionally, the Developer agreed to restore the north side of <br />Alpine Drive with concrete curb and gutter and additional stormsewer may need to be added <br />to accomplish this restoration. <br /> <br />Sound Mitigation: It is the City's responsibility to take reasonable measures to ensure <br />compatibility between land use and traffic noise generated from an adjacent highway. The' <br />City has engaged the services Of SRF to do a traffic noise level study on several pending <br />residential proposals along T.H. //47. The development permit will require that all sound <br />mitigation measures are subject to the approval of the City Engineer. <br /> <br />Tree Preservation 'Plan: The Landscape Plan identifies existing tree stands, but it does not <br />identify tree removal limits. At the time of final plat approval, the final Grading Plan should <br />identify existing 'tree cover, the removal limits, and location of tree save fences. The <br />Landscape Plan will be reviewed in detail as part of the site plan review process for the <br />townhome development. <br /> <br />10. Stormwater Management Fee: The current stormwater management fee is $375 per unit and <br /> is due at the City prior to recording the final plat. <br /> <br />11. Park Dedication: At the time of sketch plan review, the Park Commission recommended that <br /> park dedication be satisfied with a cash payment. The current cash rate is $1700 per unit. <br /> The Commission also recommended that the Developer identify some private recreational <br /> space ~ part of th/s townhome development. <br /> <br />I2. <br /> <br />Trails and Trail Fees: The trail fees due pr/or to plat recording are $400 per unit. A trail <br />would be required parallel to T.H. #47 but it would be difficult to construct because of the <br />wetland at the north end of the plat. As an alternative, the preliminary Plat proposes to <br />construct the trail along Fluorine Street N.W., which may continue west through Sunflower <br />Ridge and then mm north through Wildlife Sanctuary and eventually back out to. #47. An <br />alternative and perhaps better route would be to-have the trail deviate northwesterly from <br />Fluorine Street at the fzrst driveway collector, on the west side of the fzrst wetland and then <br />generally along the west edge of the plat, adjacent to the sedimentation-, pond and small <br />wetland. From there it would cross the road and enter Wildlife Sanctuary 3rd Addition,. <br />adjacent to that la,ge wetland. This alignment would reduce trail conflicts with private yard <br />space and benefit Sunflower Ridge residents to the west. A trail is also proposed to be <br />provided along the north side of Alpine Drive from the east plat boundary to the west plat <br />boundary. Neither of these trails are trail fee credit eligible. The development agreement <br />will require that the trails be dedicated to the City in a separate recordable document. <br /> <br /> <br />
