2004 <br /> <br />gl0 Lake Itasea Park $900,000 <br /> <br />It is projected within this document, that by 2004, the properties South of Alpine Drive, both east and West, <br />of Puma Street may be proposed for development. It is this development that would provide the impetus <br />and Park Dedication funds for the construction of Ramsey's last of 5, Community Parks. <br /> <br />#11 Elmcrest Creek Trail <br /> <br />$115,000 <br /> <br />This trail development project, like the one above, is projected within the 5-year plan as being funded and <br />built, concurrent with development in the immediate vicinity. <br />The trail would link Elmcrest Park to Central Park and the neighborhoods in between. Storm Water Utility <br />funds are proposed as the ditching project for the upper stretch of 'Elmcrest Creek' may also occur in this <br />timeframe. The utility monies may be used to acquire multi use easements, or similar shared benefits <br />between funding sources. <br /> <br />#12 Elmcrest Park Entrance Improvements <br /> <br />$25,000 <br /> <br />General Fund dollars are proposed for the signage of the entrance to this park. Grant monies may also be <br />available to expand the scope of the project. <br /> <br />2005 <br /> <br />#13 Ford Brook Playstructure Replacement <br /> <br />$70,000 <br /> <br />Like some other parks in the northern fringe of Ramsey's Recreational District's, Ford Brook Park has not <br />seen significant capital investment since it's original construction, decades ago. <br />This playequipment replacement continues Ramsey's program of bringing the structures into compliance <br />with the Consumer Product Safety Commission guidelines. <br /> <br />#14 Golf Course <br /> <br />$2,700,000 <br /> <br />A 9-hole golf course has been proposed for the property North of Sunwood Drive and northeast of Co. Rd. <br />116. The land in question includes a remnant Oak Savannah, interspersed with wetlands, The project first <br />originated as a way to preserve this natural resource - and at the same time generate a financial return for <br />the city. [Currently the property is owned by the MPCA, is largely unused and is tax-exempt]. <br />The project would preserve one of the few tracts of woodlands in this vicinity of the city, protect some <br />open space, add an economic development aspect to the park system - and of course increase recreational <br />opportunities. <br /> <br />#15 Skateboard Facilities at Central Park <br /> <br />$75,000 <br /> <br />For two consecutive years, a request has been made for a dedicated skateboard area in Ramsey. Utilizing a <br />paved rink at Central Park provides year-round use of the features already in place, such as lighting, <br />separation from other uses [the 200' x 85' rink boards], and the warminghouse which could be staffed by <br />an attendant. <br />Within the timeframe of the next few years, the city can evaluate other cities facilities for problems and <br />determine if the 'fad' is still popular. <br />[The reader of this proposed CIP will note that trail connections projected earlier in the plan, make the <br />above improvement even more accessible for the age of user typically seeking this type of opportunity]. <br /> <br />-21- <br /> <br /> <br />
