Wurm-Paurnen Properties Sketch Plan Review July 2, 2002 2 of 3 Drainage: Grading and drainage plans will need to be provided during the preliminary plat process. Ponding will be required prior to discharge into public water bodies such as the on-site wetlands. A permit from the Lower Rum River Water Management Organization will be required. Wetlands need to be delineated and protected with drainage and utility easements. Access to Lots: The subdivision is proposing construction of one new street into the plat that will service lots 3, 4, 5, and 5. This street will be an extension of 158a Lane NW at Kamacite Street NW'. Lots 1 and 2 will require access from kamsey Blvd. The wetland located on lots 2, 3, and 5 prevents these lots from gaining access to the new road. Staff is anticipating that Anoka County will recommend a shared access for Lots 1 and 2 onto Ramsey Blvd. The proposal will require review and approval from Anoka County. Lot 6 currently has access onto kamsey Blvd.; the developer is proposing to change access to the new street. The proposed cul-de-sac does not exceed the. 600 ft. length restriction. Utilities: All lots will be served by on-site sewer and water. Park Dedication: The City's park dedication fee is $1,700 per unit. The sketch plan will be forwarded to the Park and Recreation Commission at their regular meeting, July 1 lth, 2002. The City has the option for land, cash or a combination thereof. The City's Park and Trail Plan shows a 75' foot wide or greater trail corridor traversing west to east through this tract. The applicant should identify this proposed route as soon as possible. Land outside of the R.O.W. for trails would be Park Dedication eli~ble. Refinements to the trail alignments or other park should be reflected on the preliminary plat. It is expected that a formal Park Dedication recommendation will occur once the preliminary plat is submitted. Trail Fee: The City's 2002 trail development fee is $400 per unit Both cash Park Dedication and the Trail Fees must be paid for new lots created pr/or to release of the final plat for recording. Required trails along County Roads. or Fti~:tways may not be eligible for a-credit against Trail Fees. Stormwater Management Fee: The City has enacted a Stormwater Management Fee at a rate of $375.00 per unit. This fee must be paid for the new lots created prior to release of'the final-plat for recording. The Rarnsey Planning Commission will be meeting on 7:00 PM on Thursday, July 11 2001, at the Ramsey Fire Station #2 located at 15050 Armstrong Boulevard, to consider your request for sketch plan approval.
