CASE #3

PARKS FIVE-YEAR CAPITAL IMPROVEMENTS PLAN (CIP)
By: Mark Boos, Parks/Utilities Supervisor

Background:

Each year during the summer, the Park and Recreation Commission begins the Capital
Improvements Program (CIP) process by examination of the current, five-year plan. The CIP is
revised to reflect opportunities and changing priorities, and proposed projects are added to the
last year of the plan, which in this case is 2006. After the Commission has prepared a draft plan,
a public hearing is held for final considerations before forwarding to City Council's Finance
Committee. The City Council will then conduct a Capital Improvement Plan for 2002 in
December of this year, which would include the first year of the Commission's five-year plan.

Observations:

At the May 2002 regular meeting, the existing 5-plan was reviewed in detail. A request was
made to investigate trail construction from Trott Brook Cemetery or Fox Park, south to Elmcrest
Park along T.H. #47. Staff will attempt to have a cost estimate available for the meeting.

Commission Action:

Continue refining the 5-year C.I.P.

Reviewed by:

Copies also distributed to:

Parks/Utilities Supervisor

Director of Public Works
Finance Officer

P&R: 07/11/02

P19
