Comrrfissioner Shryock commented it would be best if there was a way to construct the trail so it <br />didn't cross the street. <br /> <br />ParksFUtilities Supervisor Boos noted Staff had requested, and the developer concurred, to install <br />and pay for a paved trail along Alpine Drive. He said that would be an opportunity for east/west <br />access, and it would extend all the way to T.H. #47. He stated he would prefer for it to be on the <br />west side because there is more open space. He asked Mr. Rudy if there would be less driveway <br />entrances on the west. <br /> <br />Mr. Rudy replied there would be less entrances on the west. <br /> <br />Commissioner Rolfe commented the east side has a common driveway. He said he felt either <br />side was acceptable. He added as long as provisions are made for the internal recreational area, <br />he would be satisfied if it didn't come back to the Commission. <br /> <br />commissioner Shryock noted there are less driveway conflicts.on the west with only 2 <br />driveways. The east side has 4 conflicts. <br /> <br />Parks/Utilities Supervisor Boos commented the Wildlife Sanctuary 3~d Addition, which is the <br />cul-de~sac immediately north, looks like it may be steep, so the trail may shifted somewhat. <br /> <br />Mr. Rudy stated he is willing to work with the Staff and complete what works out best. <br /> <br />Commissioner Olds questioned where the responsibility lies for this public trail and sidewalk. <br /> <br />Parks/Utilities Supervisor Boos responded the public trail would be the City's responsibility. <br />There is no formal snow removal policy as of yet~ and it is expected the Homeowners' <br />Association would provide maintenance until the City had a formal policy. This could possibly <br />be added as part of the Homeowners' Agreement. <br /> <br />Commissioner Olds pointed out there is a potential conflict on the west side where the driveways <br />are with ~he City cleaning the trail while'people are cleaning their driveways. <br /> <br />Mr. Rudy suggested this situation be addressed in the by-laws. <br /> <br />Motion by Commissioner Rolfe, seconded by Commissioner Olds to accept sketch plan approval <br />pending changes discussed: <br /> <br />2. <br />3. <br />4. <br />5. <br /> <br />Changing the road to a private road <br />Omitting townhomes as necessary for construction of private road <br />Straightening Fluorine Street <br />Move two units from the side of the wetlands to the other side <br />Address snow removal processes in Homeowners' Association by-laws <br /> <br />With Park Dedication satisfied by a cash payment of $109,400 and the Trail Fees be met by- a <br />payment of $44,800. <br /> <br />Park and Recreation Commission/April 11, 2002 <br /> Page 4 of 14 <br /> <br /> <br />
