CASE # 5

REVIEW THE PARKS FIVE-YEAR CAPITAL IMPROVEMENTS PLAN (CIP)
By: Mark Boos, Parks/utilities Supervisor

Background:

Each year during the summer, the Park and Recreation Commission begins the Capital
Improvements Program (CIP) process by examination of the current, five-year plan. The C[P is
revised to reflect opportunities and changing priorities, and proposed projects are added to the
last year of the plan, which in this case is 2007.

The Commission had these discussions during May and July 2002.

After the Commission agrees on a draft plan, a public hearing is held for final considerations
before forwarding the request to City Council's Finance Committee. The City Council will then
adopt a Capital Improvement Plan for 2003 as part of the over all'budget in December of this
year, which would include the first year of the Commission's five-year plan.

Observations:

Attached is a incomplete draft, Five-Year CIP, based upon the consensus discussions of the
Commission earlier this year. The Commission should review the plan, and propose any
modifications as necessary.

While it is not required, a public hearing on the plan should be set no later than the November
regular meeting, preferably in October.

Commission Action:

Based upon discussion.

Reviewed by:
Parks/Utilities Supervisor

Copies also distributed to:
City Administrator
Director of Public Works
'Finance Officer

P&R: 09/12/02
