draft plan, a public hearing is held for final considerations before forwarding the request to City Council's Finance Committee. The City Council will then adopt a Capital Improvement Plan for 2003 as part of the over all budget in December of this year, which would include the first year of the Commission's five-year plan. Parks/Utilities Supervisor Boos discussed the Park Improvement Program projects with the Commission. He discussed the five top priorities and stated on item number four they should have a joint use agreement. On item number five, this would need to part of the 2003 Capital Improvements ReqUest and would be for Noah Fork/St. Andrews Division. Parks/Utilities Supervisor Boos discussed the new projects for 2003 and stated on item number seven, the Developer does not want to do this so the City will take the funds and do it themselves. On item nine, the amount was increased from $70,000 to $80,000. Parks/Utilities Supervisor Boos stated the. "Alpine Park - Exposed Aggregate for Players Benches" was not in the Park Improvements Program. before and they wanted to have dyed concrete to cover up rust marks but the problem with that is the cost would be $5,000.00. Parks/Utilities Supervisor Boos stated on "g Turtle Nesting Site at Wetland gl 14P", the cattails would be taken out to allow for more open water and there would be a small island area added for 'the tuffies to nest and they would replace some of the sand with clean Sand and make a shallow area around the island with some weeds. Commissioner Olds stated he was concerned with other turtles 'digging up nests if the area is not large enough. Parks/Utilities Supervisor Boos stated they would have the help from the DNR to make this habitable and the island would reduce predators from disturbing the males. Parks/Utilities Supervisor Boos went on to discuss 2004 improvement and stated on item #10a - gl0e, the City might consider a referendum to get money for these items to be done but they will need to discuss this more in the future. He also stated on item "# Observation Pier at Porkchop Lake (Wetland 114P), the project would include a six foot wide boardwalk connected to the trail system. Parks/Utilities Supervisor Boos stated on item "g Brookview Park Stair Replacement", the stairs are a hazard and would need to be replaced. He noted on item "g Hexagonal multi-use shelter at Fire Station #2" Would be similar to ones in the parks but it would be larger with running water and a septic system. The land around this will probably be developed and there is room on the land for this. Parks/Utilities Supervisor Boos discussed 2005 improvements with the Commission. He stated on item gl 1, Elmcrest Creek Trail, there might be a referendum or trail grant for this because $115,000 will not be adequate for all the improvements. Mr. Fredericks asked if this takes into account the land extension and land being developed. Parks/Utilities Supervisor Boos stated .this only addressed the connection between the two parks. Commissioner Olds asked on item g12, Elmcrest Park Entrance Improvements if the State of M/nnesota could provide a sign for the park. Parks/Utilities Supervisor Boos stated Commissioner Ostrum and himself have been working on it but a small State sign would not be adequate for this park. Parks/Utilities Supervisor Boos discussed 2006 improvements with the Commission. He stated that item #13, Ford Brook Play structure Replacement was a hold over from past years.
