~,- CASE
PUBLIC HEARING
REQUEST FOR PRELIMINARY PLAT .42~PROVAL
OF WILDLIFE SANCTUARY 3rd ADDITION;
CASE OF' OAKWOOD LAND DEVELOPMENT
By: Community Development Director Sylvia Frolik

Background:

Oakwood Land Development has applied for preliminary plat approval for property located west
of T.H. #47 and north of Alpine Drive N.W. The plat-is a replat of 2 existing homesteads, the
back yards of two other homesteads to the east, and an outlot remnant from Wildlife Sanctuary
2® Addition, into 46 new single family, urban lots; one Of which will be Occupied by an e,,dsting
house, Even though the rear yards of the two homes to the east are part of the plat, the homes are
not proposed to be incorporated into the plat. The following items are enclosed:

a)
b)
c)
d)
e)

Site location map
Proposed Preliminary Plat, Grading Plan, Utility Plan and Tree Plan
Inventory, of existing tree cover on the West boundary of the Plat
Draft Planning Commission meeting minutes dated October 3, 2002
Draft City Council Work Session meeting minutes dated October 15, 2002
City Staff Review Letter dated November 1, 2002

Notification:

In accordance with State Statute, City Staff attempted to notify owners of property within 350
feet of the Subject Property of the proposed preliminary plat.

Observations:

The property is zoned R-1 Residential and is located in the Metropolitan Urban Service Area
(MUSA) boundary. The property is approx~mately_~.5 acres in size and proposes to plat 45 new
urban lots for development-and one existing homestead for a total of 46 lots.

The goss density of the plat is 1.95 units per acre; factoring out the wetland, the net density is
2.05 units per acre. This complies with City Code and the Comprehensive Plan.

In accordance with the approved sketch plan, the street plan proposes com~ection with streets
planned in adjacent developments. Junldte will be extended north off Alpine and terminate at the
north boundary of the plat in a permanent cul-de-sac because of the presence of wetlands. Street
connections will be made with 154t~ Lane and 155~ Lane in Sunflower Ridge to the east. The
preliminary plat will extend 155~ Lane to the west bounda~ of the property for future access to
the west. llt will be constructed as a temporary cul-de-sac and will be signed as a future through
street. Neither the temporary nor the permanent cul-de-sac exceed the 600 foot length restriction.

Ali of the lots meet the 10,800 square foot lot size requirement. The preliminary, plat is missing
measurements necessary to determine that the 80 foot (90 feet on comers) lot width requirements
are met either at the street or the building setback line. ~. _

14
