~2 <br /> <br />COMMISSION BUSINESS <br /> <br />Case #1: Recommend Park Dedication for Rivenwick 3ra Addition <br /> <br />Parks/Utilities Supervisor Boos reviewed the proposed townhome subdivision and the discussion <br />of the Commission at the July meeting regarding the plat. Mr. Dave Schulte of Turtle Moon, Inc. <br />outlined the plat and apprised the Commission on the road alignment issues near the intersection <br />of CR 56 and US Hwy 10. Parks/Utilities Supervisor Boos stated that when the Commission <br />reviewed the Rivenwick 3rd plat at the July meeting the Commission discussed park <br />improvements to Riverdale Park and parkland along the Mississippi River as a stage one <br />improvement. The Commission discussed a shelter near the river and also irrigation and an ag- <br />line infield for Riverdale Park. Parks/Utilities Supervisor Boos added that signage and additional <br />landscape was not discussed but should be considered if the park is intended to receive <br />improvements as part of the platting of Rivenwick 3rd. Mr. SChulte stated that he is strongly in <br />favor of working with City to cause improvements to Riverdale Park as part of his plat. <br /> <br />Vice-Chair Johns asked Parks/Utilities Supervisor Boos if he and the developer could work <br />together to identify the improvements and establish a draft-budget for Commission approval at <br />the September meeting. Parks/Utilities Supervisor Boos replied that seemed do-able. Mr. Shulte <br />concurred. <br /> <br />Motion made by Commissioner Ostrum to recommend that Park Dedication be satisfied by a <br />cash payment of $95,200 to the City-wide Recreation District and that $95,200 of potential <br />improvements to Riverdale Park and surrounding park areas be identified to be completed by <br />collaboration between the City and the Developer of Rivenwick 3rd Addition. <br /> <br />Seconded by Commissioner Olds, All in favor. Motion made by Commissioner Olds to <br />recommend that the developer be required to construct a 8' bituminous trail along Riverdale <br />Drive concurrent with its construction to the west of Garnet Street. The developer would not <br />receive trail fee credit for this segment and that trail construction would continue along the west <br />edge of Riverdale Park to the easterly terminus on Riverdale Drive also as a Stage I improvement <br />with this portion eligible for credit against a $44,800 due in trail fees. Motion seconded by <br />Commissioner Ostrum, All in favor. <br /> <br />Case #2: Recommend Park Dedication for the White Oak Addition <br /> <br />Parks/Utilities Supervisor Boos stated that case was also examined by the Park Commission at <br />their July meeting, however at that time it had a different name. The site is west of County Road <br />56 also south and west of 158th Lane. The Park Commission in July recommended Park <br />Dedication consist of a minimum 75' foot wide trail corridor from the east side of the plat- <br />extending westerly towards the existing gun club and that the alignment be as favorable as <br />possible in relationship to the wetlands within the plat and especially to the west. Mark <br />distributed a sketch prepared by John Oliver and Associates of a probable' alignment. He <br />reminded the Commission that side had been walked and concurred that is the best route to <br />achieve the ultimate goal of a trail between Elmcrest Park and Central Park.
