the Commission was that Staff should draft a development agreement that refl~ctc the land <br />dedication for the trail corridor and that grading for the trail in this corridor as well as the road <br />right-of-way should occur as a stage one improvement. Motion made by Commissioner LaMere <br />to recommend Park Dedication be satisfied by land dedication for a trail corridor consistent with <br />John Oliver sketch and that trail fees be satisfied by cash payment. <br /> <br />Case #3: Recommend Park Dedication for Villas of Meadow Point <br /> <br />Parks/Utilities Supervisor Boos reviewed the plat describing that it is expected to contain <br />approximately 100 townhomes and several single-family lots. The site is north of Alpine Drive <br />and between County Roads 57 and 56. The Commission revieWed the site location map and <br />discussion ensued regarding the placement of bituminous trails along the County Road and <br />Alpine Drive versus a sidewalk, it was noted that the park and trail plan map does not currently <br />show the trail being installed as part of the new development along either County Road. Parks/ <br />Utilities Supervisor Boos added that the Commission earlier had made the decision not to update <br />the park and trail plan map to any significant degree but rather to wait for the outcome of the <br />Master Trail Plan to indicate that trail should occur along these roads. Motion made by <br />Commissioner Olds and seconded by Commissioner Ostrum to require sidewalks on each of the <br />borders of this plat those being Sunfish Lake Boulevard and County Road 5 and also Alpine <br />Drive. Through the planning process it is determined that the bituminous paths should be in lieu <br />of sidewalks in these locations would be preferred that the developer should be required to <br />proceed accordingly. The Commission reviewed the plat for plat dedication by consensus and <br />agreed that Park Land Dedication would not be required. Also noted Was the townhome portion <br />of Villas of Meadow Point would require the dedication of private open space as part of the plat <br />and therefore Park Dedication should consist of a cash payment. Parks/Utilities Supervisor Boos <br />stated that additional information can be brought back to the Commission after the Planning <br />Commission approves the preliminary plat for the proposed development. <br /> <br />Commission Staff Input: <br /> <br />The Commission discussed the Public Hearing scheduled for September on Traprock Commons, <br />Parks/Utilities Supervisor Boos added that consistent with public hearing practices a decision on <br />what to do with the park does not necessarily require a hearing but rather input is collected about <br />what to do with the Traprock Commons Park in terms of a work plan to be considered as part of <br />the Parks Capital Improvements Program. <br /> <br />Parks/Utilities Supervisor Boos also reviewed the. Metro Greenways Planning Grant case that the <br />Council was receiving and also noting other attachments to the Commission input portion of the <br />agenda. Commissioner Shryock stated that the Commission should consider doing the park <br />within the Capital Improvements Program perhaps more so than the current C.I.P. shows <br />including raising issues and or path to connect the east to west side to the park. <br /> <br />Commissioner LaMere stated that in his travels and conversations with his neighbors he has <br />noted that there has been significant attrition to the boulevard trees along Sunwood Drive and <br />noted that some of those remaining seem to be in a state of significant decline.
