The four lots are all served by septic systems and private wells and <br />range from 0.83 to 0.87 acres in size. The new density u;ansition ordinance does not clearly <br />state what the requirements would be, hr any, in situations Where the adjacent property is in <br />the MUSA, zoned the same, but currently consists of larger lots. Subd. 3.b.l.(a) of the <br />ordinance would seem to' indicate that no transiti0ning is required. Sabd. 3.b. 1.Co) of the <br />ordinance could be broadly interpreted to require a Level C Vegetative Buffer (45 foot wide <br />landscape with overstory, e~fergreen, and understory trees). Additionally,. there is. always the <br />possibility of an 'alternative agreed upon by the Developer and the City' if transitioning is <br />determined .to be appropriate in these instances. <br /> <br />Given these facts, staff would propose that some form of additional landscaping be. located <br />along the western border to screen the e,,dsting lots on Argon St. Please be prepared to <br />discuss this matter at the Planning Commission meeting on November 7, 2002. For your <br />information, in previous cases similar to yours, the Planning Commission and City Council <br />has taken a case by case approach in trying to determine what would be necessary to fulfill <br />density transition obligations. Factors that they look at include surrounding lot size and <br />e,'dsting vegetation and ~ades. <br /> <br />12. Trail Development: An eight foot bituminous trail along 1534 Ave. was constructed as part <br /> of the Highlands at River Park subdivision. <br /> <br />13. Stormwater Management: The City has established a storm water management fee that <br /> must be paid prior to release of the final plat for recording. The 2002 rate is $375 per lot. <br /> The City will be considering a new amount as part of the 2003 fee schedule. <br /> <br />14. Park Dedication: The City has established a park dedication fee that must be paid prior to <br /> release of the final plat for recording. The 2002 rate is $1700 per lot. The City will be <br /> considerina a new amount as part of the 2003 fee schedule. The Park and Recreation <br /> Commission will be reviewing your preliminary plat at their regular meeting on November 14, <br /> 2002. <br /> <br />15. Trail Development Fees: The City has established a trail development fee that must be paid <br /> prior to release of the final plat for recording. The 2002 rate is $400 per lot. The City will be <br /> considering a new amount as part of the 2003 fee schedule. <br /> <br />1.6. Sanitary Sewer and Water Trunk Fees:' The City has established a sahitm-y sewer'and Water <br /> trunk fee that must be paid prior to release of the final plat for recording. The 2002 rate is <br /> $1814 per lot.
