._Sketch Plar~'?relimanar2, Prat
l-J_ighiands at River Park '4s' Addition -
November !, 2002

Ut/Iities; These comments are based on the Prelimina~ Utilities Plan dated August 5, has the following corm-nenrs:

· :4 mentioned in the gading and drainage plan review, an outlet needs to be prO'~,ided to
the Iow area west of Lot 6 by providing additional storm sewer pipe. This pipe shall be
installed at minimum ~ade to provide for service to the west.
· Adjust the catch basin locations at intersection of Yaldma Street to avoid placing a catch'
basin oYer the existing sanitary sewer main.

.Tree Preservation. The Tree Preservation Plan dated August 5, 2002 identifies 19_3 trees on
the development sire. The tree preservation plan shows 30 trees being removed as part of the
installation of improvement of the site. Work on site during the construction of these
irnprox)ements shall adhere to the Tree Preservation Plan dated August 5, 2002. Additional
lan~aage will be included in the development a~eement for the subdivision that will require
the use of best management practices and tree-save fences.

From review of the location of the remaining trees on the development property, it appears'
that additional trees may need to be taken down as part the construction of the house. The
City encourages the developer and builder to work with City sta_ff in identifying locations of
house pads that will minimize impact to si__m-tificant ex_isring trees.

I0. Landscaping. Cid' Ordinances require two overstory trees per single-family lot. The type of
trees shall conform to the City plantings schedule (attached) and be comprised of at least one
coniferous tree and one deciduous trees. The City can ~ve credit for each si~ma/ficant tree
retained against the new planting requirement. Under your proposed plat, the development
will need to have at least 10 new deciduous and 10 new coniferous trees. The submitted
landscapin~ plan shows 14 deciduous trees (Patmore Ash). In reviewing the tr~e preservation
plan, staff will ~ve credit for t,,vo .trees that will be retained; a red pine (ID#5580) on Lot 1,
and the black walnut ([D#5650) on Lot 4'. Therefore,'the .landscaping plan shall be revised as
follows:

· Each lot shall contain one new deciduous and one coniferous trees, ~virh the exception of
Lots 1 and 4.
· Lot 1 will rezeive credit for the red pine tree retained and shall have one new deciduous
tree plamed.
· Lot 4 will receive credit for the black walnut retained and shall have one new coniferous
tree planted.

11. Density Transitioning. The propased plat is considered Iow densi~ residential and' is
bounded on the east and no~h by f-~ighlands at River Park, a Iow de'nsi~ single-family
development. Tlte development prope~y abuts four lots (3 lots ~ally back up to'the
development and the iburrh has-~,": feet sharing a common boundar'~), to the west that are also
