Sketch. Plan R. eview: aighU Seven LLC
November 28,200i
Page~ ~ of 3

10.

-42-

Streets: The not, south street should be a public versus a private stree', Mth a-66 .foot
wide fight-of-way. Private drives should then e,'aend off the main public street spine to
access the towahome units. The dead end street would exceed the 600 foot len~m.h
restriction and therefore the developer should research the possibility of Vying this new
street into the e,'ds:ing service, road to the south. Tais would require consideration of
far, ire development plan for the adjacent property, to the south. If connection to the
service road is no: feasible, then a variance ~o the 600-foot leng-th restriction will be
required. It should be anticipated that dedication of rig. hr of access adjacent to T.H. ~7
will be requested..The developmen~ as residential property will likely r~quLre a sound
wall as a buyer to the Xaffic on T.H. #47.

Lots: The City Code standards for the lot :izes La the P.-3 District are outdated and
di~]cult to apply to current development trends. However, a reasonable interPretation is
that the minimum amount of area' required by the current standards for the number of
unirz proposed would be 282,000 square fee',. The area of the plat is 378,972 square feet.

Oradina and Drainage: A pond currently exists ha the northwest comer of'the site. Th_is
pond has an outJe~ which ultimately discharges to the intersection of 152"d Avenue N.W.
and the T.H. #47 service road, which in mm drains over[and to protected Wetland
#658W. Care must be taken to prevent the placement of any structures over this
s:ormwater outlet pipe by protecting the alignment with a drainage and utility, easement;.'
or the outlet pipe must be relocated.

A drainage and grading plan must be submi~xed at the preliminary, plat stage. Based on an
haspection of the National Wetland Inventory map, there appears to 'be no wetlands on
th.is property. A permit will need ~o be obt. a~ed ii-om the Lower R. um River Water
Managemen~ Orga.nJzadon for rids development.

Tm~c Generation ,amalvsis: The City may request a Craffic analysis at the time of
preliminary plat review.

Utilities and Water Usa,~e: The development will be served by municipal water and
sanitary sewer.

Park Dedication: The preliminary plat will be forwarded to the Park Commission tbr a
recommendation on park dedication. The C[ty has the 9priori for cash, land, or a
combination of the ~o.

Park Trail Develonment Fee: The City, has also enacted a trail development fee.
Payment of this tee is also required prior to recording the plat.
